| The report of the 19th National Congress of the Communist Party of China put forward the grand strategic goal of establishing and improving a multi-level social security system,and pension insurance occupies a very important position in the entire social security system.According to United Nations projections,China will have 500 million people over 60 years old in the middle of this century,and it will enter a stage of deep aging.Endowment insurance provides basic living security for the elderly,so that they can be provided for the elderly,which is conducive to social stability.However,due to historical reasons,my country has produced two different systems,namely,the basic endowment insurance for enterprise employees and the basic endowment insurance for government agencies and institutions,resulting in the "dual-track system" of endowment insurance in my country.In actual implementation,the dual-track system has neither narrowed the gap between the payment and retirement benefits of enterprises and government agencies and institutions,nor has it smoothed the flow of talents between enterprises and government agencies and institutions.To this end,the State Council issued an official document in 2015,deciding to reform the existing pension system of government agencies and institutions,achieve system unification,and maintain social equity.It has been more than six years since the reform of the basic pension insurance system of government agencies and institutions.During this period,the insurance and payment of in-service employees have been implemented,and the pension benefits of retirees have achieved a smooth transition.However,while achieving results and progress,there have also been problems such as historical difficulties.Solve problems such as increased financial burdens and the inability to define personal identities.This article will study the achievements and practical experience of City H during the implementation of the reform,discuss the problems and countermeasures in the implementation process,and promote the development of the pension system of government agencies and institutions in continuous optimization.Based on the work practice of City H,use questionnaire surveys and interviews In-depth understanding of the progress,achievements and existing problems of the reform in other forms,and put forward reasonable suggestions for doing the reform work well. |
