Selection And Optimization Of Policy Tools In NIMBY Conflict Management

At present,China is in a critical period of economic and social transformation and reform.With the rapid development of the national economy and the continuous acceleration of the urbanization process,the rapid development of national economy and the continuous acceleration of urbanization process not only continuously improve the people’s overall living standard,but also induce the deep-seated contradiction between economic interests and social equity.The awakening of civil rights awareness,environmental protection awareness and health awareness make all kinds of public project " Not In My Backyard " of the construction is becoming increasingly prominent,and the group incidents caused by the NIMBY conflict emerge in an endless stream.Not only the public interest and government finance are seriously damaged,but also the unstable factors of social order are gradually increasing.How to resolve the NIMBY dilemma has become an urgent task for the government and the whole society to face and solve.As an important bridge between policy objectives and policy results,whether the public sector with the government as the core can choose and combine appropriate policy tools is of great significance to the response and resolution of the NIMBY conflict,which directly determines whether the policy can achieve the expected implementation effect.To explore the key factors that affect the choice of government policy tools,analyze its mechanism,optimize the choice and combination of policy tools from the root,and improve the scientificity and effectiveness of government governance of NIMBY conflict are the issues that need urgent attention and research.In view of this,this study focuses on the selection and optimization of policy tools in NIMBY conflict governance,and takes 312 cases of NIMBY conflict from news media reports and network platforms as research samples.First of all,using statistical analysis method,this paper quantifies the current situation of policy tools selection in NIMBY conflict governance in China from two dimensions of policy tool type and conflict governance results On the basis of statistical analysis,this paper analyzes and summarizes the practical problems existing in the choice of policy tools in the governance of NIMBY conflict,which lays the foundation for the follow-up qualitative research.Secondly,by selecting 37 cases from 312 cases of NIMBY conflict as typical cases by judgment sampling.The research methods of grounded theory are used to carry out open decoding,spindle coding and selective coding for the collected case data,and dig out the influencing factors of policy tool selection at the organizational level,so as to build a comprehensive model of policy tool selection in NIMBY conflict governance,and the key factors influencing the choice of policy tools and their mechanism are analyzed in the model.Finally,according to the mechanism of each influencing factor,this paper discusses the optimal path of policy tool selection in the governance of NIMBY conflict.
