Since the realization of the goal of building a well-off society in an all-round way,rural revitalization has begun a new journey.How to achieve long-term poverty alleviation and high-quality development in the new phase has become the strategic deployment of the country.Because of the economic and ecological vulnerability of poverty-stricken areas,some people are still at risk of returning to poverty.There are many risks to the orderly progress of rural revitalization,so it is necessary to place the prevention of return to poverty in an increasingly prominent position.How to uphold the achievements of poverty alleviation and prevent people living in poverty from falling back into poverty has become an urgent and long-term practical and strategic issue.At present,what means and measures should be taken to prevent the recurrence of poverty,how to divide it scientifically and reasonably in combination with the theory of policy tools,and how effective are policy tools to prevent the recurrence of poverty in the implementation process.Based on the discussion of the above problems,the research focuses on the effective link between poverty governance transition and rural revitalization,systematically studies the effectiveness of policy tools adopted in the process of preventing poverty return,and puts forward optimization strategies for the remaining problems,which play an important role in ensuring the sustainability of poverty alleviation and promoting the development of rural revitalization.In view of the above analysis,this paper attempts to explore the effectiveness of policy tools to prevent poverty from returning from the perspective of policy tool theory,combined with poverty alleviation vulnerability theory and public value theory,using literature analysis method,entropy method,fuzzy comprehensive evaluation method and field investigation method.First,through a systematic review of relevant national and provincial poverty reduction policy documents,the policy text is interpreted and analyzed,and existing scholars are combined to classify and summarize policy tools.Secondly,through the literature analysis method,the evaluation criteria of the effectiveness of policy tools are systematically sorted out and screened,so as to construct the’theory-tool-evaluation’ logical model and the ’tool-effectiveness’ two-dimensional analysis framework.On this basis,the effectiveness evaluation index of the poverty reduction policy tool is constructed as an effective basis for questionnaire design.Again,select the typical provincial-Guizhou Province as the object of sample data collection,and conduct in-depth research on township B and township Y,which were called extremely poor townships in the past.Finally,combined with entropy method,fuzzy comprehensive evaluation results and related field survey data,empirical analysis and discussion are carried out.The study found that in the application of policy tools to prevent the return to poverty,there are problems that need to be improved synergy between organizational policy tools,improved supply-oriented policy tools,and strengthened subjectivity of social policy tools.Finally,the optimization strategies are proposed from three aspects: highlighting the synergistic characteristics to enhance the implementation effect of organizational policy tools,improving infrastructure to strengthen the application of supply-oriented policy tools,and stimulating subjective awareness to give full play to the utility of social policy tools,with a view to ruminating practice.It also summarizes the new findings in the process of preventing the return to poverty,and then forms the full-text research conclusions,and looks forward to the research limitations,in order to provide guidance for research.In short,this study addresses the need to consolidate achievements in poverty alleviation and achieve high-quality sustainable development.It has important theoretical value and practical significance for correctly grasping the policy tools for preventing poverty return and improving the response mechanism for preventing poverty return. |
