Grassroots Practice Research On The Whole Process Of People’s Democracy

Since entering the new period,the Party Central Committee with Comrade Xi Jinping at its core has always focused on the needs of the people and made important elaboration on the basic connotation of the whole process of people’s democracy,it can be summarized as that the whole-process people’s democracy is a set of systems and procedures that connect effectively and involve the people fully.Among them,the "three perfections" is the external expression of the whole-process people’s democracy,the "four unity" is the essential feature of the whole-process people’s democracy,the "five links" is the operating structure of the whole-process people’s democracy,and the "four guarantees" constitute the institutional basis of the whole-process people’s democracy.The whole process of practicing people’s democracy needs to follow a series of practical requirements,including the requirements of form,content,subject,principle,technology and The Times.In addition,the whole process of people’s democracy is measured by whether the people have the right to extensive participation,how much election promises made to the people have been fulfilled,whether institutions and laws have been truly implemented,and whether power has been truly supervised and checked by the people.The whole-process people’s democracy is a set of coherent and effective institutional procedures,with the full participation of the people in practice,among which the "three" is the external expression of the whole-process people’s democracy,the "four unified" is the essential feature of the whole-process people’s democracy,the "five links" is the operational structure of the whole-process people’s democracy,and the "four guarantees" constitute the institutional basis of the whole-process people’s democracy.To carry out the whole process of people’s democracy,it is necessary to follow a series of practical requirements,including form requirements,content requirements,subject requirements,principle requirements,technical requirements and times requirements.In addition,the whole process of people’s democracy is measured by whether the people have the right to extensive participation,how much election promises made to the people have been fulfilled,whether systems and laws have been truly implemented,and whether power has been truly supervised and restricted by the people.Since the whole process of people’s democracy was proposed,various localities have carried out rich practical activities.Among them,Guangzhou has carried out the voting system of deputies to the people’s Congress for projects related to people’s livelihood in light of local conditions.In the process of the declaration,selection and implementation of projects related to people’s livelihood,the people and deputies to the people’s Congress participate in the process and promote the implementation of projects through voting,and good results have been achieved.Its practical experience can be summarized as the establishment of public opinion integration,democratic decision-making,implementation supervision of three mechanisms.Due to the constraints of objective conditions and its own shortcomings,the current voting system in Guangzhou still has problems that the selection scope of projects needs to be further expanded,the promotion of experience needs to be further tested,and the influence of the integrated development of the Greater Bay Area is insufficient.In the process of summarizing and thinking about the practical experience of the People’s livelihood project of Guangzhou People’s Congress delegate voting system,It can be further found that there are some problems in the whole process of people’s democracy,such as insufficient motivation for voter participation,difficulty in effectively building consensus in the democratic consultation process,incomplete construction of rules of procedure in the decision-making process,the effectiveness of democratic management needs to be further stimulated,the implementation of decision-making supervision is difficult,and the power of discourse and explanation is insufficient.Based on this,this paper attempts to further improve the whole process of people’s democracy from the perspective of strengthening the practice and application research of the whole process of people’s democracy and enhancing the ability of discourse innovation.
