| The reason why China has created the two miracles of rapid economic development and long-term social stability,and demonstrated to the world a new realm of "China’s governance",is that it has always adhered to the people-centered approach based on its own realities,and has built a set of "China’s system" with unique Chinese characteristics.Adhering to the people-centered principle is the value gene embedded in the "Chinese system",and it is an inevitable requirement for the Communist Party of China to always adhere to the original mission of the people as the masters of the country.The 100-year history of the Communist Party of China is a history of exploring how to truly realize the people’s mastery of the country.On the basis of the accumulation of democratic practice and democratic theory by the Communist Party of China over the past century,the CPC Central Committee with Comrade Xi Jinping at the core has further deepened its understanding of the laws of democratic politics and creatively put forward the major concept of whole-process people’s democracy.Whole-process people’s democracy is the expression of a new era of Chinese-style democracy,the only way to realize the people’s mastery of the country with high quality and high standards,and the direction and essential requirement of Chinese-style modernization in the political field.Whole-process people’s democracy takes the people as the masters of the country as the core value,and has the advantages of full coverage and integrity in the main body of participation,durability and the whole chain in the form of participation,all fields and levels in the coverage of participation,and high quality and high efficiency in democratic effectiveness.Whole-process people’s democracy is a new proposition of Marxist democracy in the new era and a new path of socialist democratic politics with Chinese characteristics.It shatters the superstition of Western-style democracy,points out the direction for the development of China’s democratic politics,and provides Chinese thinking for the world to realize democracy,a common value of mankind.Therefore,we must develop whole-process people’s democracy,use China’s democratic discourse to tell the story of China’s democracy,use China’s democratic practice to show China’s democratic concept,and use whole-process people’s democracy to contribute wisdom and solutions to the realization of democracy in other countries.Whole-process people’s democracy is a full-chain,all-round,and all-encompassing democracy,and "all" is its essence.It contains all the elements and links of democracy,and is the broadest,most authentic and most effective democracy.The realization of whole-process people’s democracy cannot rely only on a single electoral link,but requires five links to be interlinked to form a complete chain,and requires electoral democracy and consultative democracy to complement each other and develop in a coordinated manner.As a unique form of democracy in China,consultative democracy has been embedded in the whole process of China’s democratic politics and is an important form of people’s democracy in the whole process.The CPPCC,as a special consultative body,has been consultative since the day it was founded,and has played the role of representing and coordinating all parties.It has played an exemplary and leading role in the development of socialist consultative democracy,and has played an important role in promoting the formation and development of people’s democracy in the whole process.It is the forerunner of the practice of whole-process people’s democracy,the leader of the theory of socialist consultative democracy,and the demonstrator of the whole-process people’s democracy system.Due to its nature,the CPPCC has become an important force in promoting the development of whole-process people’s democracy,and is an important institutional arrangement for the development of whole-process people’s democracy.Promoting the development of whole-process people’s democracy is the historical mission of the CPPCC in the new era and new journey.Based on the background of the proposal of whole-process people’s democracy,the academic circles have achieved relatively fruitful results on how to develop whole-process people’s democracy.However,it is still in its infancy as to the status,role,advantages,historical context,current situation,and countermeasures of the CPPCC in promoting the development of whole-process people’s democracy.Therefore,it is particularly important to comprehensively study the internal compatibility between the CPPCC and whole-process people’s democracy and how to better promote the development of whole-process people’s democracy.This paper adopts comparative analysis research methods,historical analysis research methods,systematic analysis research methods and interdisciplinary research methods to conduct a comprehensive and detailed study on the general overview,theoretical basis,historical logic,realistic situation and path exploration of the CPPCC to promote the development of whole-process people’s democracy,in order to give better play to the advantages of the CPPCC and promote the development of whole-process people’s democracy.Specifically,the dissertation is structured into six chapters:Chapter one,introduction.This part mainly discusses the background of the topic selection,the significance of the topic,the current status of research on the CPPCC to promote the development of whole-process people’s democracy at home and abroad,research methods,research ideas,innovations and shortcomings.Under the background of a comprehensive analysis of the current policy basis for the CPPCC to promote the development of whole-process people’s democracy and the practical background of building a modern socialist country,the theoretical significance and practical significance of the research on the promotion of whole-process people’s democracy by the CPPCC are further clarified,and the feasibility and value of this study are highlighted.Chapter II,a general overview of the CPPCC’s promotion of whole-process people’s democratic development.Firstly,the connotation,characteristics and comparative advantages of whole-process people’s democracy are explained,which lays the foundation for the CPPCC to promote the development of whole-process people’s democracy.Secondly,the intrinsic compatibility between the CPPCC and the whole-process people’s democracy was explored.The practice of CPPCC consultation perfectly illustrates the characteristics of whole-process people’s democracy,which is full-coverage,all-weather,and whole-process,as well as the people-centered nature.After that,the important position and important role of the CPPCC in promoting whole-process people’s democracy were discussed,and it was clearly pointed out that the CPPCC,as an important institutional arrangement for the development of whole-process people’s democracy,broadened the channels for consultation,broadened consensus,and provided specialized institutions and escorts for the development of whole-process people’s democracy.This gives us a more intuitive understanding of the correlation between the CPPCC and whole-process people’s democracy,and we will take this as a problem-oriented study.Chapter III,theoretical basis for the CPPCC to promote the development of whole-process people’s democracy.It mainly contains classical Marxist related theories,such as the theory of the united front in which the proletariat needs to achieve internal unity and win allies,the theory of political parties that insists on independence and strengthens cooperation with other political parties,and the theory of democratic politics in which the proletarian masses of the people hold state power;Sinicization and modernization of Marxism-related ideas,such as the united front ideology that unites all forces that can be united,the people’s democratic ideology that realizes the people as the masters of the country,and the theory of the Chinese People’s Political Consultative Conference;The theoretical gene of excellent traditional Chinese culture,such as tthe value concept of "the people are only the state" contained in the people-oriented thought,the basic principle of "harmony is precious" contained in the thought of Guihe,and the spiritual core of "the world is for the public" contained in the thought of Datong.This paper summarizes the theoretical sources of the CPPCC in promoting the development of whole-process people’s democracy from the above three aspects,which lays an important theoretical foundation for the research of this paper.Chapter IV,historical logic of the CPPCC’s promotion of the development of whole-process people’s democracy.This part of the content is mainly to explore the historical trajectory of the CPPCC in promoting the development of whole-process people’s democracy,and summarize the role of the CPPCC in the formation and development of whole-process people’s democracy.On this basis,it condenses the historical laws and historical experience of the CPPCC in promoting the development of whole-process people’s democracy,and provides experience for the CPPCC to better promote the development of whole-process people’s democracy in the new era.Chapter V,reality of the CPPCC in promoting the development of whole-process people’s democracy.It is the demand of the times for the CPPCC to promote the development of whole-process people’s democracy in the new era,and it has unique advantages in four aspects: sectors,talents,democracy and politics.However,the CPPCC still needs to be further improved in three aspects: relevant systems and regulations,the ability of CPPCC members to perform their duties,and the level of grassroots work,which has brought challenges to the CPPCC’s promotion of the development of people’s democracy in the whole process.From the three aspects of intrinsic advantages,the needs of the times and the challenges faced,it can more comprehensively present the reality of the CPPCC in promoting the development of whole-process people’s democracy.Chapter VI,optimal path for the CPPCC to promote the development of whole-process people’s democracy.As a special consultative body,the CPPCC is an important force in promoting the development of people’s democracy in the whole process.Therefore,in order to comprehensively develop whole-process people’s democracy in the new era,the CPPCC should continuously strengthen and improve its own work and play a good role in promoting it.This chapter mainly discusses from three aspects: First,improve and refine the relevant laws and systems of the CPPCC from four aspects: laws and regulations,the specific consultation system,the connection system,and the system of committee members contacting the masses.The second is to strengthen the ability of CPPCC members to perform their duties from four aspects: their sense of performing their duties,their ability to perform their duties,their performance platforms,and their performance assessments.The third is to improve the level of grassroots work of the CPPCC from four aspects: team building,digital empowerment,democratic vitality,and resource integration.The innovative viewpoints of this paper are as follows: First,starting from the important position of the CPPCC as an important form of realizing whole-process people’s democracy,it clarifies the important role of the CPPCC in broadening channels,building consensus,and providing specialized institutions and escorts for whole-process people’s democracy.Second,according to the history of the CPPCC in promoting the formation and development of whole-process people’s democracy,it summarizes the historical law that the CPPCC promotes the development of whole-process people’s democracy by continuously improving its nature and positioning,optimizing sectors,and updating its basic tasks,and refines the work thinking that in order for the CPPCC to continue to promote the development of whole-process people’s democracy,it is still necessary to adhere to the party’s overall leadership,adhere to the people-centered work orientation,and adhere to independent thinking and independent exploration in order to continue to promote the development of whole-process people’s democracy in the new era.Third,the CPPCC has unique sectoral,talent,democratic and political advantages in promoting the development of whole-process
