Study On The Supply Of Public Service Of Community Life Circle In Shanghai

The sixth Plenary Session of the 16 th CPC Central Committee first proposed it was important to enhance the capacity of community-level government to provide public services in2006.Since then,basic-level public service has attracted more and more attention.The National Standard for Basic Public Services emphasizes improving service’s accessibility and convenience,and the 2022 State Council Government Work Report emphasizes promoting the collaboration,participation and shared benefits,and strengthening the function of community service.In recent years,Shanghai has promoted the construction of the service system,which provided services for resident in community.Community life circle emerged,becoming an important carrier for carrying sinking resources,gathering forces and providing community services.However,problems such as lack of resources,imbalance between supply and demand,and lack of professionalism arised one by one in the initial stage of development.The precise supply capacity needs to be improved urgently.Based on this,this study takes the 15-minute community life circle in H Sub-district as an example to carry out a case study and summarize experience to provide ways for optimizing the public service supply of the community life circle in Shanghai.Based on the guidance of fine governance theory and the actual situation of Shanghai,this study summarizes five basic characteristics of accurate supply of public service in community life circle: emphasizing political guidance and concept symbiosis,establishing regulations and precise standard;promoting collaboration,shared benefits and resource integration;insisting on demand orientation and target-positioning;using technology empowerment.On the above basis,this study uses the case study method,comparative analysis method,questionnaire survey method and interview method to carry out the detailed research and analysis.First of all,taking the "Shanghai 15-minute Community Life Circle Pilot Area List" released in 2019 and the sample community life circles displayed in 2021 as the analysis objects,the public service supply of 28 community life circles was sorted out from four dimensions of supply pattern,supply content,supply process and supply mode.The characteristics of public service supply in Shanghai community life circle are mainly summarized as follows: compound supply pattern,multi-level supply content,interactive supply process,and intelligent supply mode.Secondly,taking the 15-minute community life circle of H Sub-district as a case to analyse,the main problems are summarized as followed: the supply subject power is short,the participation rate gap is large;the supply content exist contradiction and lack of sustainability;service accessibility to be improved,poor regional integration;technology exists digital divide to be crossed.Finally,by analyzing the causes one by one,the above problems are due to the question of supply side,demand side and supply chain.Those can be mainly summarized as followed: guarantee of human resources and financial resources is insufficient,community consciousness is weak;clustering and identifying multipe demands is difficult;spatial planning dimension and the facility layout is single;strength and effect of service team are limited.This study shows that the construction of community life circle in Shanghai has achieved initial results,and can be optimized from top-level design,supply pattern,supply content,supply process,service team and technical support,which promting to build a supply chain with accurate docking and dynamic update to achieve the balance between the "community supply force" on the supply side and the "residents’ demand desire" on the demand side.There are the main advises: the top-level design adheres to the people-centered,strengthen the overall planning;optimize the combined supply pattern,improve the main contribution rate;precise supply of content with considering the interests of the whole age group;optimize the supply process by improving the interaction between supply and demand;cultivate service team and release technical temperature.On the basis of solving the problem of the last mile of community-level government,we will achieve the good vision of delivering the last 100 meters’ community service and the last meter’s service distribution for residents.
