| In the early 21 st century,China’s grassroots social governance pattern gradually transitioned from unitary system to "community China",with heterogeneity becoming the main characteristic of communities and the problem of "fragmentation" of governance emerging,and community governance urgently needs a dynamic subject to lead innovative community governance.As a special political and organizational force,the Communist Party of China plays a central leadership role in the evolution of social governance in contemporary China,which determines the important value and decisive role of party organizations in community governance.The question of how party building can play a role in promoting effective community governance has become the focus of academic attention.Focusing on this central issue,this paper applies the semi-structural interview method and the rooted theory research method to study the mechanism of the role of party building in leading community governance,and analyzes it with the help of meta-governance theory,political integration theory and social embedding theory in the structure-process perspective.In this study,we analyze the role and practice fatigue of party building in leading community governance,and then propose the optimization path to further play the role of party building.Specifically,firstly,using social embedding theory,meta-governance theory and political integration theory as the theoretical guidance,we introduce the structure-process analysis paradigm,divide the role mechanism of party building-led community governance into two dimensions: structure and process,and theoretically analyze the specific behaviors of the two dimensions in the role-playing mechanism.Secondly,the procedural research is carried out in accordance with the rooting theory,based on the primary data collected from semi-structured interviews in Jinjiang District and secondary data from online data and policy documents,and the three-level coding procedures of open coding,spindle coding and selective coding are conducted using NVivo11 software to extract the essential constructs and propositions in the data,and cluster analysis is used to care for the support strength of upper and lower level nodes and to conduct reliability tests to establish the Party building leads the empirical analysis framework,and couples it with the structure-process threshold in the previous paper to identify the key elements of Party building leads and its dynamic process mechanism,and finally obtains the analysis framework of the role mechanism of Party building leads community governance.On the basis of this analytical framework,we compare the party building leading characteristics of three community cases in Jinjiang District,Chengdu,examine the practical picture of the party building leading mechanism in governance practice,and propose the optimization path to further play the role of party building leading.Based on the above empirical study,this paper embeds the role of party building in leading community governance into a structure-process analysis paradigm,and by analyzing the logic of role play embedded in the cases,constructs a role mechanism containing embedding mechanism,trust mechanism,and integration mechanism of party building in leading community governance,and incorporates the key elements of party building in leading into a dynamic time sequence.The results of the study reflect the complementary logic,activation logic and aggregation logic of community party building in the community governance field,respectively.From the role mechanism,this paper proposes the optimization path of building a "one core" embedding network,establishing a high-density trust network,and constructing a governance pattern of multiple subjects.Based on the actual situation in China,this paper aims to take community governance as a small cut,rooted in the vivid community governance practice,clarify the mechanism of the role of party building in leading good community governance,explore the local logic of community governance that truly reflects Chinese wisdom,test and expand in more practical space,and provide reference for improving the effectiveness of community governance and deepening the leading role of party building. |
