Research On Consultative Governance Of Urban Community Guided By Aiming At Collaboration,Participation And Common Interests

The new social governance model based on collaboration,participation,and common interests was first delivered in the report of the 19 th CPC national congress and provides new ideas,new methods and new directions for urban community governance in the new era.This social governance goal is the promotion of the law based social governance system under which party committees exercise leadership,government assumes responsibility,non-governmental actors provide assistance,and the public get involved,which embodies the satisfaction of the people’s ever-growing need for a better life,their compliance with the democratic will and right to participate in politics,and their affirmation of being masters of the state.Community is the basic unit of society.In order to achieve the goal of social governance in the new era,the Communist party of China and the state,on the basis of promoting grassroots self-governance and electoral democracy in urban communities,embed consultative governance as an important governance resource into urban community governance.Consultative governance can enable people directly participate in social governance,so that people’s interest demands and opinions expressed channels can be open.In addition,it can aggregate the wisdom and strength of the whole people and achieve the most acceptable consensus during consulting,approaching the new model of urban community governance of collaboration,participation,and common interests in the new era.Social governance is the transformation and upgrading of social management during certain stages.It is the fundamental part of the modernization of national governance system and governance capacity.It is also the concern and response of the Communist Party of China and the state to social issues.During the 40 years of reforming and opening up,Chinese cities’ social management systems have been constantly improving and consummating with the changes in the relationship between the state and society.China’s community governance,as the basis of practising grassroots self-governance system,by the original system of units,the street occupies the system to transform to the community system,is the “planned change” of social management system made by the Communist Party of China and state leaders according to the development needs of people and society.With the deepening of new industrialization,technicalization and urbanization,China’s economy and society are undergoing profound changes.Under the background of increasingly pluralistic interest subjects and more diversified interest demands,how to better promote community autonomy has always been an important part of community governance.As a vivid practice of community autonomy,urban community consultative governance is not only a beneficial supplement to electoral democracy,but also an important part of the socialist consultative system.Since the 18 th CPC national congress,guided by the top-level system and driven by local pilot innovation,urban community consultative governance has made continuous progress.Consultation runs through the whole process of encountering,dealing and performing all kinds of things,which has become the normal state of urban community consultative governance.“Everybody’s business is discussed by everybody” is not only a slogan,but also becoming reality as a consultation system and mechanism in the community.Based on the theoretical analysis,historical analysis,current situation investigation,problem exploration,cause analysis and experience reference of urban community consultative governance,this paper proposes the promotion objectives,principles and methods of urban community consultative governance under the guidance of collaboration,participation,and common interests,and conducts research and demonstration from the following aspects.First of all,consultative governance of urban community is put forward on the theoretical basis of social governance and consultative democracy,which has both the connotation of governance and democracy.Selfgovernment at the grass-roots level under socialism with Chinese characteristics is the existence field of urban community consultative governance.The consultation culture and the democratic traditions of the communist party of China are the growth soil of the urban community consultative governance.The system of socialism with Chinese characteristics is the foundation of urban community consultative governance.The modernization of national governance system and governance capacity provide development chance of urban community consultative governance.Secondly,through searching cases and analysis them,we can see that the urban community consultative governance cases emerge largely according to current urban community governance practice in our country,showing a good development momentum.The content of consultation is relatively rich;the subjects of consultation are increasingly diversified;the process of consultation is increasingly clear;the mechanism of consultation is gradually improved;the effect of consultation is continuously enhanced;and the network consultation develops rapidly.However,through the questionnaire survey and the interview with the community secretary,some problems were found in the community consultation governance,such as the poor implementation of consultative governance,the lack of incentive for the consultation subjects to participate in governance,the fuzzy boundary of the consultation content,the deviation in the implementation of the consultation procedure,the low satisfaction with the implementation of the consultation results and so on.The implementation of urban community consultative governance is affected by multiple factors.Based on the concept,system,subject,object and environment of the system theory analysis,this paper discusses the currently existing dilemmas in urban consultative governance,which includes fragmented consultative governance concept,vague and deficient consultation system,disordered consultation subject,troublesome consultation object,and the stressful external environment.Thirdly,for the study of community consultation and governance,we must pay attention to the local experience accumulation and analysis of the actual situation,but also pay attention to the theoretical progress and practical experience of foreign countries.Therefore,this paper discusses the case of community consultation and governance in the United States,Britain,Japan and other countries.Through analysis,it is found that the experience of foreign community consultation and governance has enlightened China: It is necessary to rationalize the relationship between the state and society,adjust the strategy of community governance;consolidate the foundation of self-government and carry out the practice of consultation and governance;promote the development of social organizations;foster the main body of negotiation and governance;cultivate the spirit of consultation among citizens and innovate the technology of negotiation and governance.Finally,through qualitative analysis with NVivo about community consultative governance cases,quantitative analysis of SPSS to the community consultative governance questionnaire and interview analysis to the secretary of the community,this article puts forward pushing strategies about consultative governance of city community lead by the model of collaboration,participation,and common interests,based on foreign experience about typical community consultation governance cases.That is,on the basis of the goal of collaboration,participation,and common interests,we should adhere to the leadership of the communist party of China,put people in the first place,and practise the principle of self-governance at the grassroots level.Meanwhile,we can build a new concept,new system,new mechanism,new community and new ecology of urban community consultative governance with new methods.In brief,the strengthening of urban community consultative governance is conducive to solving the practical difficulties of the grassroots people,and resolving conflicts.It is conducive to the formation of a good atmosphere for consultative governance,gathering mass strength and forming consensus.It is conducive to finding the greatest common denominator of the will and requirements of the grassroots,and promoting the healthy development of democracy at the grassroots level.It is conducive to enriching the ways of grassroots self-governance and promoting the implementation of the principles and policies of the party and government in communities.Therefore,consultative governance of urban community is the implicit meaning of collaboration,participation,and common interests,a feasible way of benign interaction between the state and society,and a necessary way of good social governance.
