The Governance Research Of The Old Community With HepingRoad Community Of Kunming Based On Unitary Governance

The report to the 19 th CPC National Congress redefined the main contradiction in Chinese society,that is,the contradiction between the people’s ever-growing needs for a better life and unbalanced and inadequate development,which is especially applicable to community governance in old communities.At present,with the continuous promotion of community-level democracy construction,the material and cultural needs of residents in the old community are also increasing day by day,and there is a trend of diversification."Community of social Governance" is a further innovation and enrichment of "building a social governance pattern featuring joint contribution,joint governance and shared benefits" proposed at the 19th National Congress of the CPC,pointing out the direction for China’s modernization of social governance.With the acceleration of urbanization and social progress,diversified community types such as new community with concentrated commercial housing community,village transformation community and old community with concentrated old housing have emerged,which is not only an important manifestation of the development of modern society,but also a new challenge to social governance.The governance of the old community,which is accompanied by the rapid development of the city,is of vital importance to the overall grassroots social governance,which is conducive to improving the grassroots governance system structure,and plays an important role in improving people’s livelihood,promoting urban development and maintaining social stability.The fundamental purpose of governance of old residential areas is to improve residents’ quality of life,promote residents to pursue a better life,resolve the contradictions between the government,society and residents,and promote the overall development of society.This paper takes Heping road community in kunming as a case study,through field visiting investigation and collect related information to comb and in-depth research,to the community that exist in the old village governance infrastructure backwardness,loss of property,safety and environmental phenomena in detail,using the experience of the management of advanced region,combined with the characteristics of old village,Using the theory of "unitary governance" to analyze,emphasizing the core role of the Party committee and the government,and proposing to deal with the governance needs of the old community similar to the resource endowment,historical causes and prominent difficult problems of heping Road community,to find a way to solve the governance problems of this type of old community,namely,taking the "unitary governance" of the Party committee and the government as the leading,We will coordinate the participation of the market,social organizations,and citizens in social governance,and form a cooperative governance system in which the Party Committee is at the core,the government is responsible,society coordinates,the public participates,and the rule of law is underpinned by virtue,and science and technology supports.
