Research On The Consultative Governance Of Micro-renewal Of Old Urban Communitie

The report of the 20 th National Congress of the Communist Party of China proposes to "implement urban renewal actions,strengthen urban infrastructure construction,and create livable cities".The Guangzhou Municipal Government proposed the "1+3" policy for urban renewal in 2015 and introduced a "micro renovation" governance approach to promote micro renewal of old communities.The micro renewal of old urban communities involves complex interest relationships and is an area where governments and markets are prone to malfunction.As a mature modern governance mode,consultative governance is embedded into the practice scene of micro renewal of old urban communities.By coordinating the vital interests of all parties,it can promote the benign interaction of all subjects in the process of governance and transformation,consolidate the broad participation of Community Governance and the public opinion foundation of sustainable development of communities,and help promote the smooth progress of micro renewal of old urban communities.This article selects S community in Guangzhou as the research object,which has a relatively large elderly population and has been built for a long time.Based on the theory of consultative democracy and governance,this article constructs an analytical framework of "subject system platform" and sorts out the development stages of consultative governance in S community micro updates.Research has found that the S community exhibits characteristics such as increasing acceptance of the concept of negotiation governance,expanding the breadth of negotiation governance subjects,and continuously enhancing the rationality of the negotiation governance process in the process of micro update negotiation governance.However,there are still problems in the current micro update negotiation governance of S community,such as inadequate main structure,need for improvement in standardization,and insufficient implementation of results.The root causes of these problems mainly include subjective factors,such as weak participation awareness,lagging institutional construction,and ineffective negotiation platforms.Based on this,this article proposes an optimization path for negotiation governance in S community micro updates: strengthening quality construction and enhancing the awareness of multi subject negotiation;Promote institutional improvement and incorporate negotiated governance into the institutional framework;Expand offline channels and optimize online platforms;Improve the supervision mechanism and focus on performance evaluation.
