Research On The Policy Changes Of Optimizing Business Environment Of Cities In Yangtze River Delta Based On Policy Measurement

The business environment is the basic environment for the commercial development of a country or region.The World Bank defines the business environment as the external environment for the whole cycle of an enterprise from establishment to exit.The quality of the business environment is related to the amount of attracting investment,and also affects the vitality of the regional economy and the operating conditions of enterprises.Most cities with better business environment construction are located in the south of China,such as Shenzhen and Hangzhou.The overall business environment is shown as follows:cities in the south is better than the north;the higher the administrative level,the better the business environment;provincial capitals exist competitive relationships with provincial sub-central cities.In this context,studying the cases of cities with better business environment construction will help the government to carry out business environment construction in the future stage,overcome the pain points and difficulties in the governance process of business environment,and provide reference for learning experience of business environment to enter the next stage.In addition,the optimization of business environment should keep pace with the times,so the study of business environment needs to consider the perspective of policy changes.Summarizing the laws of policy changes at different stages will help make up for the study of policy changes in a single year and provide a clearer and more intuitive understanding of the development trend of policy changes.Therefore,this paper selected 27 cities in the Yangtze River Delta region as the main research cases,adopted Nvivo to carry out three-level coding of the business environment policy texts issued by the government of these cities,and finally extracted 3 first-level nodes and 27 second-level nodes.On this basis,the paper analyzes the number and stage of policies,the evolution of the issuing body,and the changes of the policy themes and the policy tools.The paper explores the laws of the change of urban business environment in the Yangtze River Delta,including the changes of subject of policy texts,policy themes and policy tools,and concludes that the change of urban business environment policies in the Yangtze River Delta has gradually changed from policy innovation to policy balance.The dynamics of policy change are influenced by internal and external factors.The pattern of policy change is mainly from top to bottom.The mechanism of policy change is dominated by the government administrative instruction mechanism and supplemented by the social construction mechanism.Policy tools show that service tools are too numerous and market and regulatory tools are lacking.In addition,this study also sorted out the existing problems and causes of urban business environment policies in the Yangtze River Delta,such as low authority and poor binding force of policies,lack of horizontal learning and cooperation mechanism of policies,and insufficient participation of policy subjects in the policy process.In view of these existing problems,this paper put forward optimization suggestions respectively from the aspects of government,market,legal and industrial environment.This will fill the deficiency of the research on the business environment policies of the Yangtze River Delta in theory and practice,and also provide meaningful enlightenment for the Yangtze River Delta regional government to formulate and issue a series of business environment policies in the future.
