| The construction and development of cities plays a key role in enhancing the comprehensive strength and competitiveness of countries,and is a key link in human development and social progress.Smart cities provide systematic and intelligent solutions for urban development problems and governance pressures.In the development of smart cities in my country,a new trend of cluster development has emerged.Among them,the Yangtze River Delta urban agglomeration is particularly prominent and has become a typical area for cluster smart city construction.In addition,the smart city policy provides direction guidance and implementation paths for the construction and development of smart cities,and is a direct factor in the effectiveness of smart city construction.At present,there are problems in the construction of smart cities in the Yangtze River Delta,such as poor policy pertinence,waste of resources caused by blind construction,and modularization of the construction of "one thousand cities".Therefore,it is necessary to conduct a comprehensive analysis of the existing smart city policies in the Yangtze River Delta region,explore the characteristics of smart city construction and policy deficiencies in different types of cities,so as to put forward directional and differentiated policy recommendations for different types of cities.From the perspective of coordinated regional development,provide strategic suggestions for the creation of smart city clusters in the Yangtze River Delta.This article takes my country’s Yangtze River Delta region’s smart city policies as the research object,and systematically collects and screens smart city policies from 2007 to 2020,and forms 234 policy texts,829 policy subject cooperation data,and 1160 policy coding units.Database.In terms of research content,the 26 cities in the Yangtze River Delta are divided into three types of cities,and the policy text analysis framework is constructed through the two modules of "formal analysis" and "content analysis" in the text analysis method.Through the research of the "Formal Analysis" module,analyze the external characteristics of the three types of cities in the Yangtze River Delta,such as the degree of attention to smart cities and the effectiveness of policy texts;build the basic direction of "content analysis" through "policy network" and "policy objectives and tools",To explore the main body cooperation,target positioning and realization methods of different types of cities in the construction of smart cities,with a view to discovering their problems in the diversity of policy subjects,the rationality of policy objectives and the balance of policy tool structure,so as to propose targeted policies Suggestions for Improvement.The study found that: A-type cities have formed a close and complex cooperation network in the construction of smart cities,and non-governmental entities are all at the edge of the cooperation network;in the construction of smart cities,they have shown the characteristics of "application orientation" and "technical iteration",The diversity and complexity of policy tools are considered in the specific implementation of the goals,but there are problems of excessive use of "supply-based" policy tools and insufficient use of "environmental" and "demand-based" policy tools.The complexity of the policy network of category B cities is relatively low,and the differences between the various subjects are small,and the non-governmental subjects are in a sub-core position;the policy objectives are still biased towards "application-oriented" and advocated through the development of "infrastructure and platform construction" To achieve the development of various application fields;there is an obvious structural imbalance in the use of policy tools,focusing on the government’s resource investment in the construction of smart cities,and weakening the pulling effect of market effects.The intensity of cooperation among the various subjects of C cities is relatively balanced,and the network complexity is relatively low;in the construction of smart cities,"technical orientation" and "project division" are emphasized,and insufficient attention has been paid to the field of social and people’s livelihood;in the use of policy tools,The problem of structural imbalance is the most obvious,showing the characteristics of excessive supply-based policy tools,insufficient environmental policy tools,and lack of demand-based policy tools.In response to the above problems,this article puts forward corresponding policy optimization suggestions: promote smart city construction by classification and classification;smart city top-level design with differentiated layout;strengthen the coordination of multiple subjects and overall coordination within the region;enhance the standardization and authority of policy formulation;improve policy tools The rationality of the application structure. |
