Research On The Governance Problems And Countermeasures Of Urban Mixed Residential Community From The Perspective Of Flexible Governance

Grassroots governance is an important component of the national governance system.Community governance is not only the "last mile" of grassroots governance,but also the "nerve endings" of people’s perception of services and warmth.The 19 th National Congress of the Communist Party of China clearly stated that we should improve the social governance system,establish a sound co-building,co-governance,and sharing social governance system,build a grassroots governance community where everyone has responsibilities,performs their duties,and enjoys benefits,and accelerate the modernization of social governance.In the process of urbanization,community governance issues gradually emerge,and the governance of mixed residential communities in cities faces even more severe tests,such as complex personnel structures,diverse needs,and lack of interactive traditions.Traditional governance models are difficult to break through the predicament,while flexible governance,due to its concern for people’s needs,expanding resident participation,and promoting positive interaction,often finds solutions to problems.From the perspective of flexible governance,by observing and analyzing the case of X community in M City,this paper combs the current situation and typical characteristics of urban mixed residential communities,analyzes the causes of common problems in traditional governance practices,summarizes the subjects,processes and tools of flexible governance in combination with the practice of flexible governance,and helps the same type of communities find solutions to problems,Arouse the enthusiasm of community workers to think and practice flexible governance,and let the government,social organizations,the public and other governance subjects adhere to the basic concepts of people-oriented,equality,autonomy,fairness and justice,and adopt non mandatory means such as rational communication and cooperation to jointly deal with public affairs in urban life.The research shows that a large number of community flexible governance measures are very necessary for urban mixed residential communities.They can not only meet the personalized needs of various groups,but also stimulate multiple governance subjects and adjust community residents’ relations.Diversified flexible governance tools will help achieve a high degree of autonomy of the community and achieve the expectation of self-service,so as to build a "community of community life" and get out of the traditional governance dilemma,Help to further build a dynamic and efficient new grass-roots social governance system.Based on observation and analysis of the cases,the author puts forward the following suggestions: first,cultivate and expand the main body of community governance,including government guidance,basic security and the improvement of the ability of administrators;Second,learn to master the process of flexible governance,clarify the intervention and treatment methods at different stages,and form a closed loop;Third,understand and use the three tools in the process of flexible governance,namely,emotional identity,democratic consultation and social network establishment,and make full and flexible use of tools to make flexible governance more efficient.
