Research On Urban Community Governance From The Perspective Of Modernization Of Grassroots Governance

For the first time,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China incorporated the “ modernization of the national governance system and governance capabilities” into the official political discourse system.In order to further promote the modernization of the national governance system and governance capabilities,the Fourth Plenary Session of the 19 th Central Committee of the Party is committed to the goal of improving and promoting the modernization of the national governance system and governance capabilities.On January 28,2021,the Politburo of the CPC Central Committee held a meeting to deliberate the "Opinions on Strengthening the Modernization of the Grassroots Governance System and Governance Capability".An important task for a modernized country." The modernization of grassroots governance is an important part of the modernization of national governance,and the formulation and promotion of the modernization of grassroots governance has gradually become an important topic of concern to the party and the country.The modernization of urban community governance is an important link in the modernization of grassroots governance.Under the background of the new era,it is necessary to conduct research on urban community governance issues from the perspective of grassroots governance modernization.Urban community governance is the cornerstone of grassroots social governance,and it is of key significance to apply governance theory and grassroots governance modernization theory to the work of urban community governance.Based on governance theory and grassroots governance modernization theory,this article divides grassroots governance modernization into three dimensions: institutional structure,mechanism process,and value goals.Through the analysis of the relevant communities in Chongqing,Xiamen and Shenzhen,it is found that: the institutional structure level includes the specific content of the current urban community governance system,the organization system,the legal system,and the social security system;the mechanism process level includes urban communities The basic content of the leading mechanism,service mechanism,coordination mechanism,and response mechanism in the governance mechanism;the value target level,covering the effectiveness of urban community governance in five levels: community autonomy,cultural enhancement,community party building,community public safety,and community intelligence.In the process of urban community governance,the "institutional structure" is an important prerequisite for the "mechanical process" to play,and the "value target" is the effect achieved after the "institutional structure" and the "mechanical process" play a role.The realization of the "value target" will also Further promote the development and improvement of the institutional structure,and form a virtuous circle.In summary,the modernization of grassroots governance is divided into three dimensions: "institutional structure","mechanical process",and "value target".Based on the analysis of urban community governance issues based on cases,it can be found that there are the following two dimensions in urban community governance.Some problems: First,the institutional structure is not sound,and the system construction has not yet been fully incorporated into the track of rule of law;second,the mechanism coordination is not perfect,and the effectiveness of mechanism interaction integration has not been maximized.The long-term survival of the effectiveness of urban community governance can be ensured through the macro-level institutional structure design and the meso-level mechanism process integration.The underlying logic of this realization path is that the governance of urban communities needs to deal with the relationship between authoritative governance and effective governance,and integrate mechanism construction under the logic of "state-led social governance".Applying the modernization theory of grassroots governance to the work of urban community governance is the key to urban community governance,which provides direction for urban community governance and at the same time provides theoretical support for the development of urban community work.Based on the background of the new era,the research on urban community governance issues should be further strengthened in the future.
