The Governance Of Modern Horizon,Harbin Urban Community Governance Optimization Research

On April 28,2021,the CPC Central Committee and The State Council issued opinions on Strengthening the Modernization of Community-level Governance System and Governance Capacity.The Opinions make clear requirements for improving the community-level governance system under the party’s overall leadership,strengthening the governance capacity of community-level governments,improving the self-governance system of community-level people,promoting community-level rule of law and rule of virtue,and strengthening community-level capacity for intelligent governance.The modernization of grassroots governance is very important for promoting the modernization of national governance.As the smallest unit of grass-roots governance,urban community’s governance ability directly affects the effect of national grass-roots governance.This article takes Harbin city community as an example,based on the central committee of the communist party of China under the State Council on strengthening the construction of grass-roots management system and management ability of modern opinions "of policy documents as the research framework,using the related theory,combined with the expert investigation method and the analytic hierarchy process(ahp),index system of selection of Harbin city community governance modernization and building,Questionnaire design was carried out according to the index system to be constructed,questionnaires and in-depth interviews were carried out on Harbin urban communities,and the status quo of modern development of Harbin urban community governance was evaluated.Through the practical investigation and evaluation of the current situation of urban community governance in Harbin,combined with the index system of the modernization of urban community governance,it is found that the urban community governance in Harbin has made some progress in both the governance structure system and the operation mechanism in recent years.However,in the process of practice and operation of urban community governance in Harbin city under the background of rapid urbanization,there are some problems,such as the weakening of the function of community party organization,residents’ inactive participation in affairs,community governance ability to be strengthened,and the insufficiency of information technology investment and application.Finally,optimization countermeasures of Harbin’s urban community governance modernization are explored from the dimensions of innovating party building methods,enhancing governance capacity,promoting the "integration of governance,governance and governance" and realizing technology empowerment.With the rapid development and expansion of urban communities,this paper aims to provide new ideas for realizing the modernization of urban community governance in Harbin.
