Study On Influencing Factors Of Local Government Policy Innovation Diffusion

In recent years,the phenomenon of local government policy innovation diffusion has become a hot topic in academic circles.In view of this,this paper takes the diffusion of Hunan’s “Do one thing at a time”reform as the research object,and aims to explore the influencing factors of local government policy innovation diffusion.By drawing on domestic and foreign policy innovation diffusion research,this paper constructs a theoretical analysis framework from two dimensions: internal determinants and external pressure factors.This paper extracts the multi-dimensional diffusion characteristics of the “Do one thing at a time” reform: the temporal characteristics of the diffusion near the “S” curve;the spatial characteristics of the coexistence of “proximity effect” and “migration diffusion”.There is a certain degree of policy convergence in the content dimension,showing the characteristics of“reverse proximity effect”.Based on the analysis of the current situation of diffusion,it is found that under the combined effect of diffusion mechanisms such as coercion,learning,competition,and imitation,the“Do one thing at a time” reform generally follows the diffusion logic of vertical coercion and horizontal spontaneous coexistence.The empirical analysis results show that: the level of economic development and government information technology are significantly positively correlated with the diffusion of “Do one thing at a time” reform,while the organizational scale,financial resources and administrative rank have no significant effect on the diffusion of the “Do one thing at a time”reform.Central policy pressure and provincial policy pressure are significantly positively correlated with the diffusion of “Do one thing at a time” reform,normative pressure is significantly negatively correlated with the diffusion of “Do one thing at a time” reform,and adjacent pressure isn’t significantly related to the diffusion of “Do one thing at a time” reform.To sum up,the advantages of resource endowment and vertical coercive pressure are the favorable factors to promote the diffusion of “Do one thing at a time” reform,while the isomorphic pressure of standardized system is the obstacle to the diffusion of “Do one thing at a time” reform.In the future,in order to promote the innovation diffusion of the same type of local government,this paper believes that we can start from strengthening the vertical influence of vertical government,strengthening the horizontal government interaction,deepening the integration and sharing of government data,and promoting the exploration of roads in economically developed areas.
