Research On The Current Situation And Influencing Factors Of The Diffusion Of Policy Innovation In China

The Diffusion of Policy Innovation means a process that policy innovation is diffused and adopted among governments by the specific channel after a period of time. Research on policy innovation is a diffusion process relating from individual to general, from canonical to widespread and from local to the whole. The research can make us not stay on improvement of management level of single area, some degree and some sectors, but to improve the overall level of management. Now, the research on Diffusion of Policy Innovation has become one of the most conspicuous areas in policy science. However, studies present condition to see from the domestic, domestic scholars are lack of studies on this area. Therefore, the research on Diffusion of Policy Innovation has great theoretical and practical meaning. The paper discussed the Diffusion of Policy Innovation by using system of resident permit as an example the way we call: case study. This paper combined environment and mechanism, built a analytical framework of DPI in our country, by taking the “assemble mode on Diffusion of Policy Innovation of states” from Mr. and Mrs. Berry as reference. This analytical framework pointed out that properties, internal factors and external factors of policy innovation have a combined influence on Diffusion of Policy Innovation of China.Secondly, based on analysis and research about the system of residence certificate, the study found out the following points: firstly, the system of residence certificate was adopted first by JiaXing city which located in the east, and then the system had been spreading across the country. As of August 31, 2015, 23 provinces and 189 prefecture-level cities had accepted the system. Secondly, the Diffusion of system of residence certificate in time was S shape curve and collects in zones. Thirdly, Patterns of the Diffusion included parallel diffusion among the same-level administrative units, forced diffusion from government at a higher level to the lower government, bottom-up diffusion.This paper made an analysis on the influential factors of the diffusion of residence permit system again. This paper used history method for analyses of panel data of 2007—2014. It turned out that the diffusion of residence permit system positively related to developing level of area economics, floating population, pressure from the government at a higher level and trial of the policy in prefecture-level cities. All the factors remarkably influenced the innovation diffusion of residence permit system; the diffusion of residence permit system has a significant negative correlation with financial resources and Near-effect, which shows that the financial resources and Near-effect influences the diffusion of residence permit system to some extent; however, the influences on the diffusion of residence permit system from population size, urbanization rate, executive level and Regional location are not significant.Finally, thesis analyzes these findings respectively and comes up with some practical suggestions to improve the DPI of China. Firstly, the acceptation of new policy should give preference in developed areas, which promotes the innovation of policy; secondly, optimizing the pressure from the government at a higher level to improve innovation of policy from government at a higher level to the lower government; what?s more, ongoing pilots of policy continually learning of new policy and channel of communication; finally, a publicly accessible online database would be set up improving specific adoptability of innovation in policy.
