Data has become an indispensible resource in social and economic life with the advent of the era of big data.The government data has the characteristics of large quantity,high quality and national payment.Promoting the open sharing of government data is not only beneficial to enterprises,individuals or other groups to create more economic benefits or social values,but also to break down departmental barriers and promote the communication of information and data resources of various government departments.In 2012,Shanghai became the first provincial government to open a platform for government data in China.In 2014,municipal governments like Wuxi and Zhanjiang also opened platforms.By the end of 2018,the number of platforms reached 57.There are 10 provincial government platforms and 47 platforms at the municipal level(including sub-provincial level).However,in general,the number of platforms is not large,indicating that the adoption of the policy is not high,and most governments still hold a wait-and-see attitude.Therefore,it is an urgent problem to clarify which factors affect the spread of the policy,and encourage more governments to adopt the policy.From the perspective of policy diffusion theory,this paper takes the open and share government data policy as the research object and explores the influencing factors of its policy diffusion.First of all,this paper reviews the academic research results related to the open sharing of government data and policy diffusion.Secondly,this paper analyzes the diffusion process of government data open sharing policy from three dimensions: time,space and organization level.Thirdly,this paper puts forward research hypothesis based on the previous,and collects relevant data to analyze the factors affecting policy diffusion.The results show that the level of economic development,population size,regional location,financial resources,and urban administrative level have no significant impact on the diffusion of government data open sharing policies;information level,network penetration rate,superior pressure,competitive pressure and learning tendency have significant positive impact on the diffusion of open and share government data policy.Finally,based on the results of empirical analysis,the following policy recommendations are proposed,including increasing support from higher levels of government;enhancing inter-governmental interactions at the same level;implementing policy pilots to improve government expected returns;and rationally assessing their own policy needs and building capabilities. |
