Research On The Policy Diffusion Of Provincial Big Data Policy

Big data contains an incredible amount of value.It contains data on a very large scale,which plays an important role in improving government governance capacity and promoting economic transformation and development.Since Guangdong Province first introduced the big data policy in 2012,30 other provinces have adopted the big data policy in China(by the end of 2019),which provides an excellent policy template for researching policy diffusion in the Chinese context.However,there are still some key issues regarding the diffusion of big data policy,which need to be explored urgently,such as the mechanism of diffusion,the influence factor of diffusion,and the result of diffusion.Based on the perspective of policy diffusion,this paper uses big data policy as the research object to explore its diffusion phenomenon among the Chinese provincial governments.Firstly,this paper analyzes some notable features of diffusion,the diffusion mechanism,and the result of diffusion of big data policy from a qualitative level.The study found that in terms of the feature of diffusion,in the time dimension,the big data policy shows a classic "S-Shaped" curve;In the space dimension,it shows the particularity of "East and West forerun,Middle follow".In terms of diffusion mechanism,coercion mechanism and competition mechanism appeared in the policy adoption process,but coercion mechanism dominated;Nevertheless,in policy implementation,learning mechanism and cooperation mechanism are obvious,and the cooperation mechanism is new.Concerning results of diffusion based on the analysis of data management agency,open data platform and data legislation,this paper found that except for Guizhou Province,other provinces have different degrees of disconnection between policy adoption and policy implementation.Secondly,this study conducted empirical research based on the "intrinsic resource endowment--internal development demand--external pressure" theoretical analysis framework and the data collected from China’s provincial government(from 2011 to 2018).Again,using the event history analysis,the study explored influencing factors of data policy diffusion among the different provincial governments.The study found that the level of information infrastructure development under intrinsic resource endowment has a positive impact on the diffusion of big data policy.Yet,the scale of network data and the foundation of the electronic information industry has no significant impact.The economic growth rate under internal development demand has no significant impact;In terms of external pressure,pressure from the upper-level government has a significant positive impact on the diffusion of big data policy.But the effects of neighboring pressure and national pressure are not significant.Per the results analysis results,this paper put forward some policy suggestions inter alia,strengthening the upper government’s guidance and promulgating big data laws as soon as possible.Also,to improve the development level,there should be an attempt to construct and improve upon open data platform of the provincial governments or construct and improve information infrastructure by classification to expand the quantity of open data and enhance the quality of open data.
