China has entered a stage of accelerated population aging,and the problem of disability of the elderly has gradually emerged.At the same time,China’s "one-child" family planning is entering into the young and middle-aged period.The increase in the elderly population and the decrease in the population of young and middle-aged people make the development of social pensions important.The special psychological and physical needs of the disabled elderly have put forward new requirements for the quality of service of long-term care workers in pension institutions.This paper uses the literature research method to grasp the concepts of long-term care and long-term care nursing staff,and expounds Maslow’s hierarchy of needs theory,lifelong education theory,and human resource development theory,and establishes the entry threshold for nursing staff and skills training for elderly care institutions.A research framework for the construction of a team of nursing staff consisting of an incentive mechanism;selecting the long-term care and nursing staff of Changsha City as the research object,designing a questionnaire to survey the needs of long-term care for the elderly in Changsha,and summarizing the surveyed elderly’s needs for long-term care Strong,and then selected the managers,nursing staff and disabled elderly of 3 nursing homes in Changsha City through field visits to conduct surveys and interviews,from the basic information of nursing staff,professional quality status,ability and training status,and salary incentive management.The analysis of the current situation of the team concluded that the long-term care and nursing staff in the elderly care institutions in Changsha City has the problems of low government capital investment,lax entry assessment,lack of necessary training,insufficient assessment and incentives;and further analyzed the reasons for the government’s Insufficient support for the construction of nursing staff,incomplete team building system,incomplete team training system,and incomplete team motivation system.In response to the above problems,combined with relevant domestic and foreign experience,it is proposed to improve government policy support and improve the construction of nursing staff.System,the construction of a comprehensive long-term care nursing education and training system,the use of human resource development theories,and the improvement suggestions for expanding the career development space of nursing staff.It is hoped that through the research conclusions and suggestions of this master thesis,it will provide a certain reference for the construction of long-term care staff in Changsha City and China.
