The current aging population in China is presented as characteristics of large quantity,fast speed,large differences,and heavy tasks,which puts forward higher requirements for the system construction and resource allocation of basic elderly care services in China.At the national level,it has been clearly emphasized to promote the access of all elderly people to basic elderly care services.The way to comprehensively understand the meaning of basic elderly care services for all elderly people and specifically promote the realization of basic elderly care services for all elderly people has become a phased challenge that the political and academic circles attach great importance to.This study believes that promoting the scientific and rational allocation of basic old-age service resources can promote the high-quality development of basic old-age services,which is a key move to make all the elderly enjoy basic old-age services and is of great significance to actively respond to population aging and solidly promote common prosperity.However,although many studies have focused on the allocation of elderly care service resources,there is insufficient focus on basic elderly care services.Related research lacks a deep understanding of the concept and connotation of basic elderly care services,as well as a systematic perspective on the allocation of basic elderly care service resources.Therefore,this paper systematically constructs the perspective of fairness and efficiency,and comprehensively uses statistical analysis,Gini coefficient method and Data envelopment analysis to carry out quantitative analysis on the supply and demand status,equity and efficiency of the allocation of basic old-age service resources.The preliminary conclusions are as follows: firstly,there is a serious mismatch between supply and demand in the allocation of basic elderly care services resources in China;Secondly,the unfair allocation of basic elderly care service resources in China is concentrated in the field of financial resources for basic elderly care services;Thirdly,the low efficiency of resource allocation for basic elderly care services in China is concentrated in the field of community home-based basic elderly care services.On the basis of quantitative analysis,this study further combines interview data to extract practical problems in the allocation of basic elderly care service resources,and deeply analyzes the underlying mechanisms behind the problems.Finally,from the perspectives of fairness,efficiency,and balancing fairness and efficiency,it proposes countermeasures and suggestions for optimizing the allocation of basic elderly care service resources in China,providing reference for relevant decision-making departments and helping to promote the process of all elderly people enjoying basic elderly care services.
