Due to the influence of era background and regional background,The tax bureau faced many challenges if it wants to play a important role in promoting China’s economic development.The difficulties and most important of The tax bureau’s work is seeking change in the overall situation and seeking development in the opportunity.The staff of the tax bureau is the executors of the Tax Laws,regulations and policies of the Party and the state、the backbone of the national income.The staff of the tax bureau’s comprehensive quality affects the quality of the income work and the development of the tax cause.As one of the most important influencing factors in the internal construction,human resource allocation is the foundation,how to improve the quantity and quality of human resource allocation,how to improve the structure and mode of human resource allocation,how to strengthen the substitution and expansion of human resources,is an urgent problem for the tax bureau to realize stable and healthy development.Starting with the grass-roots tax bureau,the field investigation method was used to deeply analyze the current situation of human resource allocation of the grass-roots tax bureau,establish a three-stage DEA model,and measure the technical efficiency,pure technical efficiency and scale efficiency of human resource allocation of 14 grass-roots tax bureau.Through the horizontal and vertical comparison of the individual efficiency of the 14grass-roots tax bureaus,the evaluation results show that the pure technical efficiency gap of human resource allocation is relatively small,and environmental factors will affect the efficiency of human resource allocation.The productivity growth of grass-roots tax bureaus mainly depends on technological progress.According to the above evaluation results,combined with the development trend of tax work and tax reform.In order to improve grassroots human resources allocation efficiency,targeted measures from three aspects,respectively are:clear department functions,standardize work flow,improve human resources supply,optimize the layout of tax human resources.
