| At present,the aging situation of the population of resource-based cities in China is grim,and the problem of old-age care is becoming increasingly prominent,which poses challenges to the realization of the sustainable development goals of resource-based cities.The national "14th Five-Year Plan" public service plan for the first time proposed the expansion of non-basic public services,one of the important contents of which is to actively develop inclusive elderly care services,pointing out the direction to make up for the shortcomings of resource-based urban elderly care services.This measure has important political value,is conducive to maintaining the political stability of resource-based cities,and helps to enrich the political culture and operation mode of government responsibilities in the field of elderly care in China.Based on the empirical analysis of H City,Province A,the current resource-based urban elderly care services have been continuously enhanced in terms of overall guarantee capacity and effective reform,but in terms of inclusive elderly care services,there are problems such as not fully meeting the needs of the elderly,the policy system needs to be improved,and the development level of the elderly care service industry is low.Tracing its root causes,first,the scale of the elderly in resource-based cities has increased and the residents’ ability to pay is low,resulting in insufficient coverage of elderly care service objects;Second,the concept of inclusive old-age care services in resource-based cities is insufficient,and the socialized management of retirees in state-owned enterprises lags behind,resulting in the lack of a good environment for the development of the old-age service industry;Third,under financial pressure,the public service supply capacity of resource-based urban governments is weak,and the elderly care service industry as a tertiary industry is underdeveloped,resulting in a weak material foundation for inclusive elderly care services.The solution to the above problems depends on the optimization of the following paths: first,by comprehensively grasping the elderly service needs of the elderly group and improving the payment capacity of the elderly care service of the difficult group to expand the coverage of inclusive elderly care services;The second is to improve the inclusive elderly care service management system by improving industry construction and pricing standards,clarifying the rights and responsibilities of relevant entities,and improving supervision and evaluation mechanisms;The third is to improve the quality of inclusive elderly care services by improving the diversified supply pattern built by the government,the market,social organizations and other subjects,and enhancing the professionalism of elderly care services.As a special type of city,resource-based cities must explore a unique optimization path for inclusive elderly care services based on their own actual conditions when responding to the call of national policies. |
