| China’s education management system is a centralized government management system,which belongs to a typical government led type in resource allocation.Public high school is the main body of ordinary high school education in China and a resource dependent organization.Most of the resources needed for its own development depend on external access,and the government is the main body of public high school resource allocation.In the new era,facing the new problems of population development,it is particularly critical to study the fairness and efficiency of the government’s allocation of public high school education resources,so as to optimize the government’s allocation of public high school education resources,so as to promote the realization of education equity and do a good job in talent training.During the research,this paper selects Jinan public high school as the research object,and makes an empirical analysis on the equity and efficiency of Jinan public high school education resource allocation by using the methods of questionnaire and statistical analysis.First,collect data and obtain the required data through questionnaires,government websites and school official websites.Then,through statistical data analysis,this paper expounds the problems of fairness and efficiency in the allocation of public high school education resources in Jinan,and explores the causes of the problems.Finally,combined with the actual situation and relevant theories,this paper puts forward targeted suggestions for optimizing the allocation of high school education resources.Through the questionnaire survey and the calculation of Pearson correlation coefficient,it is found that the allocation of high school education resources in Jinan is unfair,which is embodied in the unbalanced proportion of government teachers,the unreasonable planning and layout of schools by the government,the large gap in the investment of education funds per student at different levels of government,and the different support of government education policies;The main reasons for the unfair allocation of resources are that the government pays attention to a single result in allocating educational resources,the government has low enthusiasm in building district public high schools,and the support and pertinence of characteristic development policies for public high schools are not strong.Through the calculation of dea-sbm quasi model,it is found that there are low efficiency problems in the allocation efficiency of public high school education resources in Jinan,including three problems:the comprehensive technical efficiency is not effective,the pure technical efficiency needs to be improved,and the scale efficiency needs to be improved;The main reasons for the problem of resource allocation efficiency are that the government education supervision function is not in place,the government education resource allocation mode is unreasonable,and the public high school schools lack inter school cooperation.Then it puts forward the countermeasures for the government to optimize the allocation of educational resources,by paying attention to the multiple results of the allocation of educational resources in public high schools,building public high schools directly under the District,improving the supply of educational resources and promoting the characteristic running of public high schools,so as to promote the fairness of the allocation of educational resources;By strengthening educational supervision,improving the quality of school running,giving consideration to efficiency and fairness in the process of educational resource allocation,and encouraging public high schools to carry out inter school cooperation,so as to improve the efficiency of educational resource allocation. |
