Digital personnel management is a digital cadre assessment and evaluation management system established by the tax system based on the concept of human resources management in the public sector in the new era,relying on the digital personnel management information system and according to the provisions of the central government on cadre assessment and evaluation and daily management system.Digital personnel management pays attention to the personal career planning and development of tax system cadres.With daily work as the core,it constructs the evaluation indicators of five dimensions of "morality,ability,diligence,performance and integrity".Through the evaluation and analysis of work ability and professional quality,it promotes the cultivation of excellent tax cadres with strong comprehensive quality and strong business skills,and further encourages the development of the tax cadre team to health,professionalism and modernization.Based on the theory of digital personnel management and public management,this paper analyzes and studies the digital personnel management of the tax system with the tax bureau of Y City as the object.First of all,research the domestic and foreign literature,study the basic theories related to public management,and summarize the basic situation of Y City Tax Bureau and the current situation of digital personnel management.Secondly,through questionnaires and interviews,collect relevant data,and summarize the problems of the digital personnel management of Y City Tax Bureau,such as the low level of application,the lack of scientific setting of some systems,the lack of support of information technology and effective supervision,and analyze the causes of the problems,such as the relatively backward management concept,the imperfect system and the lack of relevant security measures.Finally,the paper puts forward optimization suggestions to improve the digital personnel management of Y City Tax Bureau,such as establishing modern personnel management concepts,establishing and improving the digital personnel management system and optimizing and improving relevant security measures.To provide reference basis for the optimization of digital personnel management of Y City Tax Bureau,strive to apply digital personnel management to the cadre personnel management of Y City Tax Bureau efficiently and comprehensively,improve the management level of the cadre team of Y City Tax Bureau,further stimulate the vitality of the team,comply with the development trend of tax work,and achieve the modernization development goal of the tax department.
