Since the 18th National Congress of the Communist Party,to strengthen and improve the officials’assessment and management,the party central committee with President Xi at its core have made various efforts on strengthening and improving the administration of appraisal of civil servants,such as issued and implemented the new revision of the Civil Servant Law of the People’s Republic of China,Regulations on the Party and Government Officials and the Inspection Work,Assessment Method of Civil Servants at Ordinary Times(try out)Regulation on Civil Servants Reward,etc.In 2018,the national tax and local tax agencies at and below the provincial level were merged.There are five levels of tax authorities in China,employing 710,000 officials and employees,accounting for about one-tenth of the total number of civil servants in the country,serving and managing tens of millions of taxpayers and hundreds of millions of payers.Only by using scientific and effective methods of examination and management can we manage and lead this huge officials team effectively.Therefore,the tax system has explored and implemented the digital personnel management,with the fundamental purpose of better encouraging the majority of tax officials,to take on responsibilities and build an army of high-quality and professional tax officials.By strengthening officials’daily management,taking the usual assessment content as the core,using big data management thinking and method,the current officials management laws and regulations which is formulated mainly according to the"matter"will be transformed into the assessment index collected according to the"person";by recording and accumulating every tax official’s track of the daily work,study,growth,and the assessment results,the"Personal Development Account"big data is formed;by implementing the official management of day-to-day work,daily management index,index management digitization,digital accumulation,accumulated management,comparable management link and link management guidance,a comprehensive reference for officials’performance evaluation,selection and appointment,assessment and accountability are provided.To study the topic of the paper,this paper mainly uses the following methods,such as literature research,case analysis,comparative analysis,and research analysis and other methods,combined with performance management theory,management incentives theory,new contract theory,balance scorecard and other theories,and fully draws on the useful experience of domestic and foreign civil servant performance assessment,which is divided into seven parts.The first part is the introduction,which mainly introduces the background,significance,and research and development status at home and abroad.The second part mainly introduces the concepts and theoretical basis of digital personnel management.The third part summarizes the implementation and effectiveness of digital personnel management in Xuzhou tax service.The fourth part analyzes the main problems and reasons of digital personnel management in taxation system of Xuzhou.The fifth part introduces the useful experience of performance management of civil servants at home and abroad.The sixth part puts forward the countermeasures and suggestions for the optimization of digital personnel management in the taxation system of Xuzhou.The seventh part is conclusion and prospect.The pilot implementation based on the earliest digital personnel Xuzhou tax system as the research object,the thesis summarizes the main methods,hoping that through the above research,by the national tax system to further improve the system of digital personnel management mechanism could provide constructive suggestions and measures for the suggestion,for other government departments to improve the civil service examination evaluation mechanism,to provide a reference to better motivate officials to effectively improve the work efficiency and administrative efficiency. |
