As a governance tool for government departments to solve public problems,realize public interests and social harmony and stability,policy documents have important value and effectiveness for the operation of political,economic and social life,and are the guarantee of good governance.However,the highly divided government departments have fragmented operations,leading to frequent policy conflicts.Both existing research and practice believe that cross-sectoral coordination can effectively avoid policy conflicts as an important means to break the professional division of labor,promote departmental exchanges and cooperation,and reach consensus.However,the phenomenon of policy conflict is still common when there are a large number of cross-sectoral coordination mechanisms in reality.Policy conflicts not only affect the authority of policies,bring difficulties to policy implementation,increase policy costs,but also affect policy efficiency,and even lead to policy failure.Therefore,it is necessary and urgent to explore why cross-sectoral coordination has not played its due role to avoid policy conflicts.From the perspective of policy production,this research is based on the SFIC model,and analyze the dilemma of cross-department coordination from the perspectives of starting conditions,facilitative leadership,institutional design,collaborative process,and collaborative outcomes,and proposes solutions.Based on the project data and interview content,the process of the conflict of preferential policies for enterprises in City C was restored,and it was found that the inter-departmental coordination was in a dilemma due to the lack of inter-departmental coordination motivation,lack of authority of the leading unit,imperfect system,lack of good trust relationship,multiple objectives,conflict of interest and lack of evaluation feedback.On this basis,this study proposes to improve the system,cultivate the concept of collaborative culture,seek common interests and other countermeasures to solve the dilemma of cross-sectoral coordination and avoid the emergence of policy conflicts.
