Quantitative Research On The Collaboration Of Talent Policy In Chengdu From The Perspective Of Content-subject

With the intensification of global competition,talents have become the focal point of competition among countries worldwide.China elevated talent management to the level of national strategic importance in 2002.In recent years,the competition for talents in various cities has erupted.Chengdu,as a strong new first-tier city,is an important support for the western region’s economic development and a major center of the Chengdu-Chongqing economic circle.The policies and measures implemented in the development of talent construction have aided in the advancement of the development of development status of our country’s relatively backward talent teams in the western region.Furthermore,the talent policy has significant reference significance for the development of talents in western Chinese cities.Chengdu has gradually established a talent policy system led by the "Chengdu Drifter" talent recruitment program since Chengdu government issued "Ten New Talent Policies" in 2016.However,after preliminary sorting,it is found that there are policy coordination problems in Chengdu’s talent policy system.Such as repeated use or lack of a certain policy tool;the distribution of talent structure is unreasonable and the policy objectives are not coordinated;there are administrative barriers between departments,and policy coordination is insufficient.Based on this,this paper will investigate the matching and synergy degrees within Chengdu talent policy text as well as the synergy among policy subjects.In this way,we delve deeply into the lack of synergy in Chengdu’s talent policy system and make optimization recommendations.Firstly,the thesis employs the content analysis method and descriptive statistical analysis method to analyze the current state of 63 talent policies promulgated in Chengdu between2011 to 2021 from four perspectives: policy documents count,policy type,policy promulgation subjects and policy text content.Then,on the basis of the collected policies,it analyzes the coordination of talent policies in Chengdu,and constructs a two-dimensional analysis framework of "policy text content-policy subject" according to policy coordination theory and policy network theory.In terms of policy text content,it begins with the three aspects of policy strength,policy tools and policy objectives,then employs quantitative analysis method to classify and assigns policy texts based on policy quantitative standards,and simple regression analysis is conducted on policy tools and policy objectives by employing SPSS software.Perform simple regression on the data between policy objectives,and substitute the regression results into the synergy model to calculate the synergy degree of talent policy,and then obtain the synergy degree result to analyze the change trend of Chengdu talent policy strength,goal,and tool synergy.In addition,the coordination of policy subjects is analyzed from the two aspects of horizontal subject coordination and vertical subject coordination.For horizontal subject coordination,social network analysis method is used to analyze the cooperation network of policy subjects through Ucinet software;for vertical subject coordination,through Comparative analysis of the coordination of lower-level policy entities to higher-level policy implementation.According to the findings of the research,the overall coordination of Chengdu’s talent policy is relatively good,but there are still shortcomings.First of all,in terms of the content of the policy text,on the whole,the two policy tools and the two policy objectives have good synergy,and the synergy degree has basically reached 0.8 or more,but there are also low synergy effects,large fluctuations in synergy degree,and instable synergy.For the coordination of policy subjects,a multi-cooperation network has been formed among the horizontal policy subjects,but the density of the connection network is low and the frequency of inter-departmental communication is low;among the vertical policy subjects,the lower level responds to the policy of the higher level in a timely manner,and the policy consistency is high.However,the lack of communication between districts(cities)and counties has led to duplication of certain specific content of the policy or vicious competition in a certain matter.Based on this,the author puts forward targeted suggestions for existing problems from two aspects: policy content and policy subject coordination.
