The Practical Logic And Improvement Path Of The "the Combination Of Three Rules" In Rural Areas Led By The Party-Building

The report of the Party’s 20 th National Congress put forward "adhere to the clear direction of focusing on the primary level,promote rural revitalization through Party building,strengthen the Party building work in urban communities,promote the Party building to lead the primary level governance,continue to rectify weak and lax primary Party organizations,and build primary Party organizations into a strong fighting fortress for effectively realizing the leadership of the Party." According to the Opinions of the CPC Central Committee and The State Council on Strengthening the Modernization of the System and Capacity of Governance at the Grassroots Level,a community-level governance system featuring unified leadership of Party organizations,the government performing its duties according to law,active coordination of various organizations,extensive participation of the masses,and a combination of autonomy,rule of law and rule of virtue will be established in about five years.Improving the "combination of three governance" rural governance system under the guidance of Party building and consolidating the core position of rural grass-roots Party organizations in rural revitalization have gradually become an important focus of national rural governance and revitalization.Promoting and implementing the "combination of three governance" guided by Party building has also put forward new requirements for the governance of rural public affairs and rural revitalization and development.With the help of party function theory and embedded governance theory,this paper analyzes the practical logic of the "combination of three governance" in rural areas led by party construction,and discusses its practical path in order to improve the effectiveness of rural governance.This paper follows the theory-reality-problem-countermeasure research idea,combined with normative research and empirical research,systematically discusses the internal logic and optimization path of the party building leading the rural "three governance combination".The article holds that the Party building leading the rural "combination of three governance" has its unique political logic.From the perspective of structural embeddedment,the Party building leading and "combination of three governance" have structural coupling;from the perspective of functional embeddedment,the Party building leading and "combination of three governance" have functional convergence;from the perspective of relationship embeddedment,the Party building leading and "combination of three governance" have relational integration;from the perspective of value embeddedment,There is a value fit between the guidance of Party building and the combination of "three governance".This paper takes L Town of Changchun City as the object of investigation,and uses the method of field investigation and interview to deeply understand the practical situation of the Party building leading the rural "combination of three governance" in L town.The explanation of the practical situation is to make a reasonable analysis of the practical operation and realistic challenges of the Party building leading the rural "combination of three governance".According to the field research,the structure of "three governance and combination" led by the Party construction has some problems,such as "decoupling",the functional system is not perfect,the diversified relationship needs to be deepened,and the value concept is weak.Based on the problem-oriented research idea,this paper proposes that strengthening the Party building to lead the rural "combination of three governance" can strengthen the core guidance of the Party building to "combination of three governance" from the perspective of structural embeddedment,integrate the functional elements of the Party building to lead "combination of three governance" from the perspective of functional embeddedment,and strengthen the relationship connection of the Party building leadership "combination of three governance" from the perspective of relationship embeddedment.As well as from the perspective of value embedding to cultivate the Party building leading the "three governance combination" of the value of four aspects.
