Study On The Path Construction Of Democratic Supervision Of CPPCC In The New Era

Under the leadership of the Communist Party of China(CPC)and on the basis of upholding socialism with Chinese characteristics,democratic supervision of the Chinese People’s Political Consultative Conference(CPPCC)is an important channel through which all political parties,organizations and people of all ethnic groups and all walks of life reflect the people’s needs and opinions through comments,criticisms and suggestions in various activities organized by the CPPCC in accordance with the Constitution of the CPPCC.As one of the three basic functions of the CPPCC,democratic supervision is an effective way to contact the democratic parties and an important way to safeguard the advanced nature and purity of the CPC.As one of the components of the supervision system of the Party and the state,through the flexible consultative supervision,and the connection with various supervision subjects,better urge the state organ staff to perform their duties.As one of the means of national governance,the CPPCC democratic supervision integrates consultation,supervision,participation and cooperation,which can extensively gather consensus and strength,translate the Party’s supervision thoughts into common social cognition and action,and continuously promote the improvement of national governance capacity.Based on this,this paper studies the democratic supervision of the CPPCC in the new era from the three dimensions of the CPPCC itself,the supervision system of the Party and the state and the state governance,specifically analyzes the development process of the democratic supervision of the CPPCC in the new era,the nature,positioning and functional implications of the democratic supervision of the CPPCC in the new era,as well as the problems and causes it faces,and puts forward specific optimization paths.From a vertical historical perspective,by systematically reviewing the development of the CPPCC’s democratic supervision since the founding of the People’s Political Consultative Conference(CPPCC),it can be seen that the CPPCC had the budding concept of supervision at the very beginning of the founding of the People’s Political Consultative Conference(CPPCC).Then it proposed the principle of "mutual supervision" between democratic parties,and the CPPCC’s transition from mutual supervision to the explicit proposal of the function of "democratic supervision".The CPPCC democratic supervision has been gradually improved at the theoretical level.From the horizontal Angle,this paper analyzes the three characteristics of the democratic supervision of CPPCC in the new era as the function of CPPCC,the elements of the supervision system of the Party and the state and the means of national governance.It can be concluded that the CPPCC democratic supervision has the functional implication of enhancing the effectiveness of the Party’s leadership,enhancing the interactive effectiveness of the supervision subject and promoting the modernization of national governance by gathering consensus.However,in practical practice,the democratic supervision of the CPPCC still needs to be improved in terms of cognition,operation effect and implementation intensity,and the causes of these problems should be explored.For example,the recognition,operation mechanism and system setting of the democratic supervision of the CPPCC cannot be matched with the required effects.According to the actual situation,we can build the path by strengthening the main body construction of the CPPCC’s democratic supervision,constructing the cohesion mechanism and institutionalizing the way.
