Deliberative Democracy Of The People’s Political Consultative Conference In The Process Of China’s State Governance Modernization

The profound changes in the governance environment of modern countries require the full exploration of the governance value of democracy,especially in the face of contemporary Chinese society,a governance object that is huge in size,complex in structure,and in a period of rapid transition.Socialist consultative democracy is a democratic form created by the Chinese Communist Party’s leadership in the long-term revolution,construction,and reform of the people of all ethnic groups in the country,absorbing the essence of Chinese excellent traditional culture and creating a democratic form that is in line with the reality of China’s development.The ills brought about by the "take all" confrontational democracy have truly realized the most extensive,true and effective people’s democracy.The People’s Political Cooperation is a unique institutional arrangement of our country.It has shown its unique advantages in terms of value orientation,political identity,organizational structure,and practical operation.It is an important channel to realize socialist consultative democracy.The deliberative democracy of the People’s Political Consultative Conference is adapted to the characteristics of my country’s economic and social development.It conforms to the characteristics of my country’s national governance in terms of values,subject relationships,symbiotic environment,and open mode.It has important theories and practices for promoting the country’s peaceful and stable development.Significance is a topic that the party and the state need to attach great importance to in the process of advancing the modernization of national governance.This article is divided into six parts.The first part is the introduction,which mainly introduces the research background and significance of this article.Through combing the research literature of domestic and foreign scholars on national governance and deliberative democracy,the research ideas and methods of this article are determined.The second part mainly expounds the concept and content of China’s national governance,and further summarizes the trend characteristics of China’s national governance modernization,and provides a general perspective for the subsequent development.The third part first defines the concept of deliberative democracy of the People’s Political Consultative Conference,and at the same time elaborates its functions and comparative advantages.The fourth part focuses on the four congruent relationships of value concept,subject relationship,symbiosis environment and open mode to demonstrate the role of the deliberative democracy on CPPCC in promoting the modernization of China’s national governance.The fifth part attempts to explore the release path of the deliberative democracy on CPPCC in the context of the new era from three perspectives: system construction,capacity construction and platform construction.The last part is the concluding remarks.Based on the previous exposition and analysis,it summarizes the current role of the deliberative democracy on CPPCC in the modernization process of our country’s governance,and at the same time looks forward to its development direction.
