A Study On The Perfection Of Democratic Supervision Mechanism Of New Era Chinese People’s Political Consultative Conference

Democratic supervision is one of the three functions of the Chinese People’s Political Consultative Conference,which has unique advantages in strengthening the construction of socialist democracy and promoting the modernization of the country’s governance capability.In the new era,the CPPCC’s democratic supervision has been endowed with new connotations,and it has also been paid more and more attention by the Party committees and governments at all levels;however,from the perspective of practice,its role in China’s democratic political life is still relatively limited,there is still a gap with the new orientation of the CPPCC in the new era.One of the important factors is that the mechanism is not perfect enough and the effectiveness of supervision needs to be improved.This paper takes the new era democratic supervision mechanism of Chinese People’s Political Consultative Conference as the research object,and takes the Suzhou,Anhui Political Consultative Conference as the case,through the way of consulting a large number of documents,carrying out questionnaire survey and visiting research,this paper sorts out the problems existing in the democratic supervision of the CPPCC in Suzhou,Anhui,such as the imperfect mechanisms of informed government,communication and coordination,feedback management,and protection of rights and interests,this paper analyzes the causes of the problems,and on this basis,advances some countermeasures and suggestions for perfecting the Democratic Supervision Mechanism of the CPPCC and promoting the actual effect of the democratic supervision.This paper consists of six parts.The first part introduces the research background,significance,research status and research methods.The second part defines the new era and the concept of the CPPCC’s democratic supervision mechanism,and points out that the theoretical sources of this paper are the theory of power restriction and supervision and the theory of deliberative democracy.The third part gives a comprehensive analysis of the platform of democratic supervision,the work flow of CPPCC in Suzhou,Anhui,as well as some explorations and attempts in democratic supervision mechanism,and outlines the effectiveness of democratic supervision.The fourth part deeply analyzes the existing problems and deep-seated reasons of the democratic supervision mechanism of the CPPCC in Suzhou,Anhui.The fifth part combines the concrete practice of the Suzhou,Anhui CPPCC and other CPPCC committees,from perfecting the regular contact mechanism between the Party and the CPPCC,the Party and government information communication system,and strengthening the study and training of CPPCC members,etc From the establishment of a multi-party linkage mechanism and the realization of the Organization of the supervision function,improving the new mechanism of communication and coordination,from the establishment of a supervision quality evaluation system and standards,and strengthening the transformation of the democratic supervision results of the CPPCC into the follow-up and supervision work,building a new mechanism for handling feedback;from the aspects of the Party committees and governments strengthening their support for democratic supervision,improving the incentive mechanism for evaluating CPPCC members,and improving the legal guarantee for CPPCC democratic supervision,we will improve the new mechanism for safeguarding the rights and interests of democratic supervision.The sixth part is the conclusion part,summarizes the full text’s point of view again,and looks forward to the great significance of democratic supervision in promoting the CPPCC’s own construction,building the Xiaokang in an all-round way and realizing the Chinese Dream.
