Research On Democratic Supervision Of The CPPCC

The 19 th Session of National Congress of the Communist Party of China is successfully held,which reflects that socialism with Chinese characteristics enters a new era.This is also a new historical position of China’s development in an all-around way.Meanwhile,the Amendment to the Constitution of the People’s Republic of China was approved by voting on the first Meeting of the Thirteenth National People’s Congress of People’s Republic of China,which defines and consolidates historical status and existence value of Chinese People’s Political Consultative Conference(CPPCC)in a form of national fundamental law.In this context,CPPCC must practically assume its mission as an important component of the national governance system,keep enriching and deepening its organization connotations,and turn into a key link of socialist democracy construction in China.Therefore,CPPCC should complete its function shortcomings to improve and fully develop the democratic supervision function substantially.This has become a critical political task and a tough issue with which the CPPCC is endowed in such a new era.By adopting CPPCC democratic supervision as research object and taking CPPCC democratic supervision in H city of Hebei Province for example in this paper,a thinking mode of "from the general to the particular and further to the general" was utilized in combination with a case analysis method,a literature research method,a survey study and interviews,etc.to perform an analytical investigation on the basic theory,historical development,development status,existing problems and improvement measures and the like of CPPCC democratic supervision.Hopefully,a methodology to which the reference can be made to is provided to reinforce the democratic supervision function and improve actual effects of the democratic supervision from multiple perspectives historically,realistically,theoretically and practically.This study focuses on integrated analysis on historical,realistic,crucial and system factors that restrict the exertion of CPPCC democratic supervision function.Starting from four aspects of atmosphere creation,institutional improvement,mechanism improvement and unimpeded channels,the effective way to strengthen the democratic supervision function of CPPCC is put forward.Meanwhile.on the basis of summarizing the preceding research thoughts and opinions,it is innovatively proposed that democratic supervision forms shall not be excessively complex but be fixed in due time.Instead of rising to a level of special legislation,democratic supervision shall adopt viewpoints such as a legislation principle of soft law and hard restraint with an aim to solve practical problems of CPPCC democratic supervision purposefully,and enhance the actual effect of democratic supervision in strengthening and improving leadership of the Communist Party of China and promoting China’s eco-social development.
