modernization advantages and practical effectiveness of this new form of democracy and the role of people’s ownership in modernization.The modernization of the national governance system and the ability to govern is an important element and measure of the comprehensive construction of a socialist modern state.The modernization strategy formulated in China can only be verified through the practice of governance and ultimately empower the goal of modernization,and the level of modernization of national governance is directly related to the development process and the realization of the goal of modernization in China.On this theoretical premise,the demand for releasing the effectiveness of the whole process of people’s democracy and the demand for enhancing the effectiveness of national governance modernization coincide and dovetail with each other,making the combination of democratic development and national governance modernization possible and giving the proposition of hand,the research on the modernization of national governance through the whole process of people’s democracy is based on the analysis of advantages,paths and meanings,and the significance is revealed by using Almond’s "systemprocess-policy" analysis method,which achieves the integrity and innovation of the research idea.The research is complete and innovative.
