stages.During this period,a socialist consultative democracy system with Chinese characteristics has been formed.The Third Plenary Session of the 18 th CPC Central Committee made it clear that "developing and improving the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capacity" is the general goal of comprehensively deepening the reform.The proposal of the modernization of national governance broadens the application field of socialist consultative democracy,provides it with a broad practical platform,and helpes to promote the in-depth development of consultative democracy.As a unique form of socialist democratic politics with Chinese characteristics,socialist consultative democracy is not
