The Study On The Grassroots Consultative Democracy System In The Process Of Modernization Of National Governance

The socialist consultative democracy system is a manifestation of socialist democratic politics rooted in China,grown in China,and formed in China,it is an important manifestation of the mass line in China’s political field.As the basic content of the socialist consultative democracy system,grassroots consultative democracy system is the most extensive and in-depth practice of socialist consultative democracy.The 18 th National Congress of the Communist Party of China puts forward requirements for grassroots consultative democracy from the perspective of improving the socialist consultative democracy system,the Third Plenary Session of the 18 th CPC Central Committee put forward an important arrangement to promote the institutionalization of grassroots consultation,the 19 th National Congress of the Communist Party of China and the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China have successively put forward new arrangements for grassroots consultative democracy.With the development of grassroots consultative democracy system,its construction has become increasingly rich,and its achievements have become increasingly prominent,however,there are still some problems that need to be further optimized and developed.The modernization of national governance is an important proposition that put forward by the Third Plenary Session of the 18 th CPC Central Committee,it is not only an important reflection of a country’s development level,but also a long-term goal put forward in line with the trend of national development.In the process of national governance modernization,studying the grassroots consultative democracy system can not only promote the further development of China’s political system,but also contribute to the development of grassroots governance modernization and national governance modernization.Firstly,in the introduction part,this paper effectively integrates the research on the modernization of national governance and the grassroots consultative democracy system,and determines the framework of this paper.Secondly,it clarifies the basic connotation,main characteristics and development context of national governance modernization and grassroots consultative democracy,and summarizes the internal relationship between them.Then,in the process of analyzing the theory,practice and development status quo,it finds out the reasons why the grassroots consultative democracy system is facing difficulties in the process of national governance modernization,it lays a prerequisite for the final exploration of its optimization path.This paper is divided into five chapters: The first chapter focuses on the topic selection basis and research significance,research status review,research ideas and methods,framework and innovation.The second chapter is an overview of the modernization of national governance and grassroots consultative democracy,this paper expounds the basic connotation,main characteristics and development context of the modernization of national governance and the grassroots consultative democracy,summarizes the internal relationship between them,it lays a prerequisite for its integration research.The third chapter is the theory and practice of the grassroots consultative democracy in the process of national governance modernization,this paper discusses the theoretical basis of the grassroots consultative democracy system in the process of national governance modernization,and introduces the practical forms of the grassroots consultative democracy system in the process of national governance modernization.The fourth chapter is the current situation of the development of the grassroots consultative democracy in the process of modernization of national governance,this paper affirms the main achievements of the grassroots consultative democracy system in the process of national governance modernization,and excavates the practical difficulties faced by the grassroots consultative democracy system in the process of national governance modernization,lists the reasons for the difficulties,lays an important foundation for exploring its optimization path.The fifth chapter is the optimization path of the grassroots consultative democracy in the process of national governance modernization,based on the research of the first four chapters,aiming at the realistic dilemma,it proposes to strengthen the authority of basic party organizations in the grassroots consultative system,establish the legal system to support the system of the grassroots consultative system,develop the scientific oversight system for the grassroots consultative system,and foster social consultation cultural atmosphere in the grassroots consultative system and altogether four aspects of the method of dissolving.
