The Study On Advantages And Path Of CPPCC Which Practices Whole-process People’s Democracy

The whole-process of people’s democracy aims to match the concept of the people being masters in China with practice.Therefore,the realization of the whole-process of people’s democracy cannot be achieved without the joint practice and cooperation of the Party committee,the people’s Congress,the government,the CPPCC and other political subjects.As a unique institutional arrangement in our country,the People’s Political Consultative Conference(CPPCC)plays an irreplaceable role in the whole-process of practicing people’s democracy and then promoting its development.Its vivid democratic practice,perfect performance platform,wide subject participation,consultative democratic process,and outstanding governance efficiency are deeply consistent with the basic characteristics of the whole-process of people’s democracy.It has become an important force in promoting the development of people’s democracy throughout the whole process.At present,scholars in the academic circle mainly carry out researches from different perspectives such as deliberative democracy,democratic supervision and united front,as well as specific aspects such as advantages value,operation mechanism and implementation logic,and have achieved fruitful results,providing theoretical and ideological inspiration for the CPPCC to carry out the whole-process of people’s democracy research.The CPPCC is an important platform through which consultative democracy runs through the whole process of the CPPCC’s performance of its duties,so as to realize democracy and unity."Whole-process people’s democracy" refers to a form of democracy in which the will of the people is implemented in the policies and measures of the Party’s governance,the work of Party and state organs,and the whole-process of realizing the people’s aspiration for a better life.Based on the scientific definition of the concept and connotation of the CPPCC and the whole-process of people’s democracy,this paper analyzes the compatibility of the CPPCC and the whol-process of people’s democracy from the aspects of the full range of the participants,the whole chain of the practice process and the full coverage of the democratic content.Based on the CPPCC’s practice of democratic politics,the significant advantages of the CPPCC’s practice of people’s democracy in the whole process are mainly reflected in the main body advantages,institutional advantages and practical advantages.Specifically speaking,the representativeness of CPPCC members,the inclusiveness reflected in the composition of CPPCC members and the professionalism of CPPCC members constitute the main body advantage of the CPPCC in the whole process of practicing people’s democracy.The CPC’s overall leadership over the work of the CPPCC,the political form and organizational form of the CPPCC as a new political party system,and the consultative democracy system of the People’s Political Association constitute the institutional advantages of the whole process of the practice of people’s democracy by the people’s political Association.The CPPCC’s vivid practice of performing its duties and real practical effectiveness constitute its practical advantages in the whole process of practicing people’s democracy.As an important form of people’s democracy in the whole process of practice,the CPPCC needs to improve its subjective structure,strengthen institutional construction and promote all-round coordination and interaction,so as to promote the institutionalization,standardization and procedural construction of the whole process of practice of people’s democracy in the CPPCC.
