As the nerve end of national governance,rural governance is the key link to promote China’s economic and social development and realize the modernization of national governance.The modernization of national governance system and capacity is inseparable from the modernization and transformation of rural governance.Under the new historical orientation,the main social contradictions have changed,and new changes have occurred in the political,economic,and cultural fields of rural society,which make rural governance face many new problems and challenges and become the bottleneck of rural governance development.The core question of this paper is how to use effective governance to promote the comprehensive revitalization of the countryside and realize the modernization of rural governance.The question is the logic and starting point of thinking,and history provides a logic of explanation.By analyzing the evolution of rural governance since the founding of New China,this paper explores the historical logic of rural governance since the founding of New China,from "unity of government and society," "village governance" to "pluralistic good governance." The paper explains the main line of change of rural governance through three stages of development,and clarifies that "good governance" in rural areas is the inevitable development of rural economy and society in the new era.The theory provides an analytical perspective and indicates the direction of development,using embedding and endogenous as the analytical perspective to see the logic of rural governance in China,including the structural embedding and relational embedding in the process of state power penetration,as well as the maintenance of endogenous governance resources and endogenous order in rural areas,making it clear that rural governance in China is a process of "endogenous and exogenous embedding".It is clear that rural governance in China is an "endogenous and exogenous" process.With the continuous development of rural economy and society,the interest subjects in rural areas are becoming more and more diversified and various interest demands emerge,which bring many opportunities and problems for the development of rural governance,such as institutional weakness,normative failure,lack of subjects,and intensification of conflicts.The main reason is the disintegration of the system and the failure of embedded rural governance,which fails to realize the organic unity of external embedding and endogenous integration.The report of the 19 th Party Congress proposes to implement the rural revitalization strategy,strengthen rural grassroots work,and improve the rural governance system combining autonomy,rule of law,and moral governance.Its concept of "three governance integration" provides new ideas for building rural governance system in the new era and new methods for realizing good governance in rural areas.From external embedding to strengthen the foundation of rural governance and endogenous integration to stimulate the vitality of rural self-governance,it gives full play to the power of grass-roots party organizations,grass-roots governments,rural social organizations and villagers and other multiple subjects,promotes complementary rules,realizes the common governance of the countryside by virtue and law,and builds up a system based on "endogenous and external embedding".The "three governance integration" of the rural governance system,the ultimate realization of the new era of effective governance of rural society and rural good governance. |
