Research On The Endogenous Governance Path Of Rural Space Under The Interaction Of Rural Governance And Land Property Rights

Since the reform of rural taxes and fees,it has become a common phenomenon for local governments to cooperate with industrial and commercial capital to deeply participate in rural space governance with the comprehensive improvement of agricultural land as the core."Finance to the countryside" and "capital to the countryside" have input a large amount of scarce funds into rural space governance,while weakening the governance power and governance ability of rural subjects.In this context,rural governance,including space,needs to activate farmers’ subjectivity and creativity,and enhance the endogenous power of rural spatial governance.In view of this,starting from the governance subject and governance resources,based on the interaction between rural governance and land property rights,this paper constructs an analytical framework for the endogenous governance of rural space,and discusses the mechanism of the endogenous governance of rural space,in order to improve the endogenous governance capacity of rural space.Firstly,with the help of the relevant theories and research of endogenous development,village community rationality and rural spatial governance,this paper defines the concept of spatial endogenous governance,and makes a literature review and commentary on Rural Endogenous Development and rural spatial governance.Secondly,based on the discussion of the theory of rural governance and land property rights and their interactive process,this paper constructs an analytical framework of rural governance,land property rights and spatial endogenous governance.Rural governance promotes the adjustment and transfer of land property rights,and the reform of land property rights promotes governance change and governance reshaping.In this process,land resources are integrated,land wealth potential is released,and new subjects of rural governance are generated.The reconstruction of rural subject has realized the subject autonomy of spatial governance,governance resources and governance funds have realized the ability autonomy of spatial governance,and "subject autonomy" and "ability autonomy" promote spatial endogenous governance.Finally,through the space governance practice of Yonglian village.On the one hand,the rise of Yonglian rural elites and the reconstruction of self-organization ensure the subjectivity of spatial governance: rural elites coexist with village interests,call for collective action and build a new governance pattern;Yonglian self-organization realizes the effectiveness of docking resources,the re organization of decentralized small farmers,and the publicity of spatial governance.On the other hand,the transfer of land property rights ensures the autonomy of space endogenous Governance: the replacement of state-owned housing by homestead promotes the concentration of living space,the transfer of agricultural land property rights promotes the large-scale operation of agriculture,and the capitalization of collectively operated construction land promotes the concentration of production space.
