Research On The Construction Of Foshan Digital Government Based On Integrity And Responsiveness

Guided by building a digital China and anintelligent society,the reform of “digital government” in Guangdong Province gradually promotes the full coverage of government services nationwide.Foshan,one of the country's pilot cities of “benefiting citizens” project,has made active and effective exploration and practice in “digital government” construction since 2016.With case study of Foshan's “digital government” construction,this paper holdsthat there are problems of fragmentation and technology in the construction and development of Foshan,and these problems have not been fully emphasized and solved in the practical exploration of the “one type ” reform,regional collaboration and interaction between government and people.On this basis,this paper proposes suggestions for the construction and development of the "digital government" in Foshan based on the theory of integrity and responsiveness.This paper believes that deepening the construction of digital government should strengthen the construction of system to improve integrity of “digital government” construction,strengthen the integration of resources and overall management to achieve coordinated regional development,focus on building an interactive mechanism between government and society to enhance the responsiveness of “digital government” construction and dedicate to forming a cooperative governance mechanism between government and society to promote the construction of diversified “digital government”.With the theory of holistic governance and government responsiveness,this paper studies the predicament of “digital government” construction,analyzes the performance and causes of its practical difficulties to further understand and analyze the difficulties faced by the Foshan government in the construction of “digital government” andthe value as well as deficiencies of reforms and explorations that have been made.Therefore this paper can put forward opinions and suggestions on the continuous advancement and reform of Foshan's digital governmentconstruction.Based on reality evidence,the research is not only a reform of the internal management system of the government for targeted analysis and understanding,but also puts forward constructive and guiding opinions and suggestions on the promotion of practical work from theoretical perspective and provides solid empirical evidence and research ideas for reference for the advancement of follow-up related research.
