The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China has made important arrangements for the construction of a network power,clearly emphasizing the need to strengthen the construction of digital government and improve the digital level of public services and social governance.Through the use of modern Internet,big data and information and communication technology,digital government effectively integrates the management and service of the public sector,breaks the limitation of government working time,space and department,further improves the efficiency of government work,reduces the cost and difficulty of communication and interaction between government and citizens,and also provides citizens with better and more efficient government services.The construction of digital government has become an important measure to promote the adjustment and transformation of government governance mode,promote the modernization of national governance system and governance capacity,and conform to the development trend of the information age.However,the current digital government is mainly government-centered construction,which fails to effectively respond to the expectations and needs of the people,resulting in the long-term use of digital government in many areas,and the satisfaction is generally not high.Therefore,it is necessary to study the current situation of residents ’ use of digital government and analyze the influencing factors of its use.Based on the integrated technology acceptance model and the relevant literature and theories of digital government,this paper first proposes research hypotheses that affect the factors related to the use of digital government by urban residents.Further using the collected questionnaire survey data,this paper makes a specific statistical description of the current situation of urban residents ’ use of digital government in Z city,and then constructs an econometric model to empirically explore the influence of performance expectation,effort expectation,social influence,promotion factor,perceived cost,perceived trust and other factors on urban residents ’ use of digital government.The study found that : first,the use frequency of digital government in Z city is not high,and the services of digital government are not really accepted by residents.;second,performance expectation,effort expectation,social influence,promotion factors,perceived cost and perceived trust will significantly increase the frequency of urban residents using digital government,and perceived trust has the greatest impact and perceived cost has the least impact.Thirdly,the mediating effect test found that performance expectation,effort expectation,social impact,perceived cost and perceived trust can promote the use of digital government by improving the willingness of urban residents to use digital government,and the willingness to use digital government plays a part in the process.Finally,based on the above research conclusions,this paper proposes relevant countermeasures to improve the use of digital government by residents,including : focusing on residents ’ needs,enhancing usefulness and ease of use;strengthen propaganda work and expand social influence;improve service quality and ensure service level;improve system functions and reduce sensing costs;ensure information security and improve perceived trust.
