Research On The Efficiency Of Local Government Governance In Our Country In The Process Of Government Digitization Transformation

The third plenary session of the 19 th Central Committee of the Communist Party of China put forward the idea of“Taking the modernization of the country’s governance system and governance capacity as the guidance”and“Improving efficiency and efficiency”,it points out that the modernization of national governance system and national governance capacity can promote the effectiveness of government governance.The development of new technologies,such as big data,cloud computing and Internet of things,promotes the rise of a new round of technological revolution.In the new round of technological revolution,economic,political,cultural and social changes will be earth-shaking,affecting the future operation of society.At present,the rise of new technologies,such as big data,has prompted various countries to take measures to promote the transformation of the government,the construction of“Digital Government”,in an attempt to obtain a dominant position in the new round of technology competition,our country is also actively involved in the government digital transformation tide supported by new technologies such as big data and cloud computing.As an important way to modernize the system and capacity of government,government digital transformation plays an important role in improving the efficiency of government governance.By using the methods of literature study,case analysis and comparative study,this paper analyzes the influencing factors and current situation of government governance efficiency under the background of government digitization transformation,it focuses on the analysis of the government’s digital transformation of the background of the effectiveness of government governance and the reasons for the problems,and on the basis of analysis to find a solution to the problem.The article mainly includes five parts: the first part mainly expounds the background and significance of this topic,the status quo and review,research ideas and research methods,innovation and shortcomings.The second part expounds the core concepts and related theories of government digital transformation and government governance efficiency,it includes the meaning of government digital transformation and government governance efficiency,the key influencing factors of government governance efficiency in digital transformation,the significance of digital transformation to the improvement of government governance efficiency,and the theoretical foundation of this paper.The third part mainly elaborates the problems existing in the government governance efficiency during the government digitization transformation,including the low use of data resources,the lack of initiative of multi-governance subjects,uneven application of digital technology,network data security problems and so on.The fourth part mainly analyzes the reasons of the problems from four aspects: the imperfect data governance mechanism,the insufficient ability of the governing body,the different application foundation of the digital technology,and the insufficient security of the network data.The fifth part puts forward the way to realize the government governance efficiency in the process of government digital transformation from four aspects: building a complete data governance mechanism,improving the awareness and ability of multi-agent cooperative governance,improving digital application infrastructure,and comprehensively improving the ability of network data security.By using the methods of literature study,quantitative analysis and qualitative analysis,this paper analyzes the influencing factors and current situation of government governance efficiency under the background of government digitization transformation,it focuses government governance efficiency under the background of government digitization transformation,including the low use of data resources,the lack of initiative of multi-governance subjects,uneven application of digital technology,network data security problems and so on.The fourth part mainly analyzes the reasons of the problems from four aspects: the imperfect data governance mechanism,the insufficient ability of the main body of governance,the different application foundation of digital technology,and the insufficient network data security.The fifth part puts forward the way to realize the government governance efficiency under the background of government digitization transformation from four aspects: building a complete system of data governance mechanism,improving the awareness and ability of multi-agent cooperative governance,improving digital application infrastructure,and comprehensively improving the ability of network data security.In short,the government should grasp the background of digital transformation,use digital technology to improve the effectiveness of government governance,a comprehensive and scientific analysis of the difficulties of improving the effectiveness of government governance,objective to find out the reasons for the dilemma of government governance effectiveness,and put forward the corresponding solutions.The improvement of governance efficiency in the digital transformation not only concerns the status of our country in the international competition,but also deeply affects the improvement of our government’s governance ability and service quality.
