Research On The Popularization Of The "Law On Farmers' Professional Cooperatives" In Faku Count

The issue of "agriculture,rural areas and farmers" is a major strategic issue related to the national economy and the people’s livelihood.In recent years,the No.1 document of the Central Committee has been deployed around the "three rural" issues,which shows the importance the Party Central Committee attaches to the "three rural" issues.Farmers’ professional cooperatives are economic organizations based on rural household contract management,which provide agricultural products sales,processing,transportation,storage and technology,information and other services related to agricultural production and management to achieve the purpose of mutual assistance.They have played a very positive role in winning the battle against poverty and realizing the simultaneous prosperity of farmers.In order to regulate the development of farmers’ professional cooperatives,China formulated and promulgated the law on Farmers’ professional cooperatives(hereinafter referred to as the cooperative law)in 2006 and revised the law in 2017.Today,the cooperative law has become an important legal basis for regulating the operation and development of farmers’ professional cooperatives.As a special law,the cooperative law stipulates the organizational structure,operation principles,rights and responsibilities of farmers’ professional cooperatives,which has universal rigid binding force.However,from the current actual situation,there are a series of problems in the judicial field,such as low application efficiency,insufficient legal binding force,low social awareness and understanding rate.Especially for farmers,as an important participant of cooperatives,whether they are familiar with and understand the cooperative law will largely determine the actual application efficiency of the law.Faku County is an important agricultural production base in Shenyang,Liaoning Province.It is also an area with a relatively concentrated number of agricultural cooperatives.In this study,cooperative members in this area are selected as the research object.Through the questionnaire survey,we can understand the members’ familiarity with the cooperative law and the actual application of the law in detail.Through the questionnaire survey and data analysis,we can find the prominent problems existing in the popularization and application of the cooperative law at this stage,and summarize the main causes of the problems,Combined with the new situation and tasks facing the work of "agriculture,rural areas and farmers" in the new era,this paper puts forward a series of suggestions and Thoughts on improving the popularization and application level of the cooperative law.
