| Farmers’ professional cooperatives is a voluntarily associated, democratically managed and mutual economic organization that is set up by similar agricultural products operators or similar agricultural production services provider and user on the basis of the rural household contract management. In the 30-year rural reform, farmers’ professional cooperatives emerged and developed rapidly, and played an important role in the large-scale rural development, professional commercial production and increasing farmers’ income. On July 1,2007, the implementation of the law of farmers’ professional cooperatives of the People’s Republic of China made clear that the state promotes the development of farmers’ professional cooperatives through some measures such as the financial support, preferential tax, the support of finance, technology and talent and industrial policy guidance. This article is based on the relevant theories of public policy and analyzes the importance and necessity of the government functional role.This paper first analyzes American and Japanese governments’ supporting measures on their relatively developed agricultural economic cooperation organizations, raises some methods worthy of reference and draws some enlightenment experience. And then through the empirical analysis of the government functional role in the development process of Lingui farmers’ professional cooperatives, this article tries to identify the problems and causes of grassroots governments in the process of the development of farmers ’professional cooperatives. Finally this article explores how Chinese grass-roots governments play the functional role in promoting the rapid and healthy development of the farmers’ professional cooperatives from the following aspects:strengthening the propaganda, creating a favorable external environment, standardizing management and establishing typical demonstration. |
