As an important decision proposed by the 19 th National Congress, the rural regeneration strategy is an important trend. The emergence of professional agricultural cooperatives has provided the conditions for the modernization of rural governance and given new impetus to the implementation of the rural revitalization strategy. In recent years, with the support and encouragement of relevant policies, the number of professional agricultural cooperatives in China has been steadily increasing, and the fields, levels and contents in which they operate have been diversified, and they are gradually participating in rural governance and playing a central role. Therefore,it is not only necessary from a practical point of view to ensure "effective governance" and "prosperous industry",but also from a theoretical point of view to explore the intrinsic causes and roles of rural governance and rural construction,as well as their organic integration into rural governance. This thesis takes as an example the professional farmers’ cooperatives in Longkou.Through fieldwork and in-depth interviews,it explains the intrinsic reasons for the involvement of Longkou farmers’ cooperatives in rural governance and examines in depth the excellent results they have achieved in this area. Then, the problems of China’s current rural governance are analyzed and discussed in five aspects: low awareness of cooperative subjects, small scale and uniform form of cooperative operation, lack of funds and human resources, empty shell of cooperatives, and cooperatives dominated by a few people.Through the analysis and findings of the previous paper,we propose to strengthen the construction of cooperatives themselves, build a diverse and coordinated mechanism of rural governance topics, and strengthen the internal motivation of cooperatives to be more effective.
