Research On The Issues Of Government Affairs Disclosure In District C Of Shandong Provinc

With the development of the times,the importance of comprehensively promoting the openness of government affairs has become increasingly prominent.Government affairs openness is conducive to developing socialist democratic politics,constructing a socialist country under the rule of law,improving government governance models and service levels.It protects the public’s right to know and participate,better gathering public opinion,gathering people’s wisdom,reaching the hearts of the people,and promoting the construction of a service-oriented government.In the process of promoting the openness,grassroots governments play a very important role.They directly face and serve the people,and they are policy makers and executors.The implementation of government affairs affects the public’s satisfaction and the governance effectiveness.In recent years,the standardization of government affairs openness has been improved,and great progress has been made.However,there are also problems such as random disclosure content,non-standard disclosure process,and imperfect system construction,which affect the further development of government affairs.Therefore,it is very important to explore this series of problems and their causes.Through analyzing the shortcomings in the work of government affairs openness,we propose practical and effective solutions to promote the orderly development of grass-roots government affairs openness.From the perspective of public management,combined with relevant concepts and theoretical basis of openness,this paper takes the C City as the research object and analyzes its development process and current situation.By the methods of literature analysis,comparative analysis and case study,and through communication with leaders,colleagues and other personnel engaged in the work,this paper analyzes the problems and causes of government openness in C City,and puts forward suggestions to improve the development of openness.The problems mainly include: low quality,nonstandard process,imperfect methods and lack of interaction between government and people in government transparency.The main reasons are as follows: inadequate ideological understanding,imperfect system construction,lack of professional support,insufficient public participation and imperfect supervision and assessment system.On the basis of the actual work of C City,this paper puts forward several suggestions to optimize the openness: strengthen the awareness,improve the system,strengthen the construction of professional talents,improve public’s participation and the supervision mechanism of openness.Through the analysis of the problems and solutions,we will promote the standardized development of the openness work and improve the governance capacity of C City.
