Problems And Countermeasures’ Research Of The Government Affairs Openness Promotion Of County Government

With the development of times, government affairs openness becomes more and more necessary. It has great significance to the development of grass-roots political democracy, the improvement of administrative efficiency, the building of service-oriented government and the strengthen of construction of anti-corruption. The county governments located in the junction of urban and rural areas, it has an important level in China’s administrative system, plays an irreplaceable role in the policy formulation and policy implementation. Therefore, in-depth study of open government to the county level has important significance.Currently, in the theory, although China has carried out a more detailed discussion of government affairs openness, but overall it was not enough specific, especially the investigation of the county governments affairs openness is not enough. In practice, as China’s Government affairs openness is a bottom-up process, is still in the development stage in the implementation of the county-level government. There are a lot of aspects worth exploring improved.Thus, this paper takes Kangping Government of Liaoning Province for example, starting from the status of government affairs openness including implementation background, institution building, content, form and public participation, then concludes the problems and further analyzes the reasons related. On the basis, combines the theoretical and practical experiences, puts forward some countermeasures to optimize and promote the development of the county governments’affairs openness.In this paper, the structure consists of six parts:the first part describes the background, the significance, research method, content, creation of the paper and the academic research situation home and abroad. The second part is the related theories. Firstly, defines the concept of county government and government affairs openness, followed by the theoretical basis of the government affairs openness and the necessity of making the government affairs public. The third part takes an example of Kangping Government of Liaoning Province, starts from background and process of Kangping government affairs openness’ promotion, transits to the analysis of the status of it, including the contents of the currently government affairs openness, the amount of information, institution-building, institution building, and channel construction. The fourth part specifically analyzes the main problems in Kangping government affairs openness. Including five aspects of work formalized, content not comprehensive, open form of monotony and lack of interaction with the public. Then analyzes of the above reasons from three aspects of government affairs openness idea is slow, the institution building is imperfect and the legal support is lack. The fifth part proposes specific suggestions from the aspects of enhancing the thinking and understanding, optimizing the concept of government affairs openness, completing the construction of supporting systems, enriching the government affairs openness’ content, creating the forms and means of government affairs openness and improving the legal construction of government affairs openness. The sixth part concludes the elaboration and analysis of the paper, and proposes paper limitations and research prospects.The full text studies by a combination of the important link of government affairs openness and the county governments, in theory, makes the study of the government affairs openness more comprehensive and thorough; enriches the research content of the county government’s affairs openness research to a certain extent. In practice, some countermeasures proposed in the paper have important reference to the county governments’ further promote and deepen the Government affairs openness, construction of socialist democratic politics and the service government’s building.
