| Information is the most significant feature of this era.Information contains great social value,which affects the development direction of human society.This change is not only a change in the mode of production,but also a great change in social relations.Information means social wealth and becomes a new source of power.The acquisition and dissemination of information has increasingly become the focus of attention.It is crucial for the government to adapt to the challenges and opportunities brought by informatization in the new situation.In 2007,in order to speed up the construction of e-government,the party and the government formulated the first regulation on government information disclosure,namely the regulations of the People’s Republic of China on government information disclosure,which determines the status of information disclosure at the legal level.Since the implementation of the regulations in China for more than ten years,people’s governments at all levels have made great changes to adapt to the requirements of the information age,and formed the understanding of government affairs openness that "openness is the norm,non openness is the exception".There is a profound theoretical basis for the openness of government affairs.This paper mainly expounds the deep logic of the openness of government affairs from the perspective of participatory democracy theory,service-oriented government theory and "right to know" theory.Combined with the characteristics of the information age and based on the theoretical understanding of government openness,this paper focuses on the analysis of five hidden problems in the current situation of C city’s promotion of government openness,namely,information update delay,content formalization,channel simplification,openness passivity and lack of public opinion response.These problems seriously hinder the construction process of C city’s government openness and affect the government’s credibility.In this paper,by consulting the relevant domestic and foreign data,and through field research,a comprehensive analysis and grasp of thereasons behind these problems,that is,the laws and regulations are not perfect,the team is not perfect,the supervision is not implemented,and the understanding is not comprehensive.These reasons are not only the characteristics of C city itself,but also the common characteristics of many local governments.Combined with many research results and in view of the characteristics of C City,this paper puts forward some operable countermeasures and suggestions,in order to change the dilemma of C city’s current government affairs publicity,and provide some reference countermeasures for the universality of China’s information publicity,so as to provide some reference for the government affairs publicity in the information era Openness can keep up with the pace and promote the substantive development of information disclosure practice in China. |
