Research On Integrated Development Of Government Information Publicity And Administrative Affairs Openness In Fujian Province

Government information publicity and administrative affairs publicity(hereinafter referred to briefly as "two disclosures") are different but related. Although these "two disclosures"of Fujian Province are different on the parts of competent department, requirements of work, priority, channels and platforms, they both belong to information disclosure work. Since the Eighteenth National Congress of the Communist Party of China, government information publicity and administrative affairs publicity have tended to blend. Especially since the Third Plenary and the Fourth Session of the 18th CPC Central Committee, the Party and government regard the disclosure work and transparency as the basic system of government work, making the disclosure work as a routine, while the undisclosed work as an exception. Meanwhile the Party and government comprehensively implement the disclosure of decision making, implementation, administration, service and results. The implementation of "two disclosures"has great significance on saving administrative costs, improving information share, enhancing government accountability, promoting the ability of state governance and the modernization of governance system.Integration of "two disclosures" in Fujian Province is not simply a mixture of these two work as" 1+1=2". They are integrated as parts of modernization of state governance on the basis of conformity, optimization and promotion, producing immense amplification, as"1+1>2". From the aspect of the modernization of state governance system and ability, under the guidance of public products, public communication and public relations, through plenty of normative analysis and case study, this thesis stresses concepts, relationship, necessity and feasibility of integrated development between "two disclosures". Also, system, ways and problems in integrated development are analyzed, while difficulties in systems, channels, platforms and methods are addressed.The thesis is divided in seven sections to specify these things.The thesis is divided into 7 sections.In the first section, the background, purpose and significance are described, and current situations of related researches, at home and abroad, are introduced. In the second section, concepts of "two disclosures", together with basic theory of integrated development, are discussed. In the third section, the necessity and feasibility of integrated development between "two disclosures" are analyzed. In the fourth section, model and process of "two disclosures"integrated development are discussed. In the fifth section, the practice of "two disclosures" integrated development in Fujian Province are presented. In the sixth section, there are suggestions about integrated development of "two disclosures"in Fujian Province. The seventh section is for the conclusion of thesis and the expectation.
