Study On The Issues Of Administrative Examination And Approval At The Grass-roots Level Under The Background Of Reform Of Delegating Power,Administration And Serving Service

With the deepening of China’s economic development,the contradiction between the government and the market has become increasingly acute.The State Council put forward the concept of "deregulation,management and service" reform in 2015,and then gradually introduced detailed reform measures.As "pipes" reform also encountered many difficulties,in this article,through the reform process of xi ’an "pipes" problems as the research content,through data analysis on related issues,The reform of "delegating power,delegating power and delegating power" proposed by the State Council is the right remedy for the administrative functions of the Chinese government.However,complex problems cannot be eradicated by a single dose of medicine.Only through continuous research and adjustment of relevant policies can the disconnection between approval and market development be eradicated.Firstly,this paper makes a detailed investigation and Research on the current situation of administrative examination and approval in X District of Xi’an City,mainly from the two levels of hard power and soft power.Through the analysis of relevant data,it can be concluded that although the reform of "delegating power,delegating power,delegating power and providing services" in the early stage has some enthusiasm and effect.There are still a series of problems,such as the mismatch between the approval process and the market development,the failure to meet the approval formalism,and the lack of the ability of approval personnel and talent cultivation.Through the analysis of relevant data and the reference of advanced experience at home and abroad,the corresponding countermeasures and suggestions are put forward respectively.
